Good

Tender Quality Score

This tender clearly outlines the required works but is significantly hampered by missing evaluation criteria, incomplete legal/financial requirements, and a lack of e-submission, impacting transparency and fairness.

Score Breakdown

Legal Compliance70/100

The tender defines the procedure type and CPV codes correctly. However, the absence of a reveal date and explicit mandatory exclusion grounds in the provided summary raises concerns about full legal transparency and disclosure, even for a below-threshold procedure.

Missing reveal date
No explicit mandatory exclusion grounds in summary
Clarity60/100

The technical description of the works is clear and detailed. However, the explicit absence of evaluation criteria is a major clarity issue for bidders. The lack of explicit financial requirements and the contradiction between 'Divided into Parts' and 'single Contractor' also create ambiguity.

No evaluation criteria specified
No explicit financial requirements in summary
Completeness65/100

Basic information like title, reference, organization, value, and duration is present. However, the tender is incomplete due to the explicit lack of evaluation criteria and the absence of detailed financial requirements and mandatory exclusion grounds in the provided summary. It's also unclear if all necessary tender documents are fully detailed.

Missing evaluation criteria
No explicit financial requirements in summary
Fairness50/100

The absence of explicit evaluation criteria is a significant fairness concern, as bidders cannot understand the basis of selection. The lack of electronic submission also limits equal access and convenience for potential bidders. Requirements do not appear tailored.

No evaluation criteria specified
No electronic submission
Practicality60/100

The tender lacks support for electronic submission, which is a major practical drawback in modern procurement. While key dates are provided, a direct document URL is not explicitly mentioned, and detailed financing information beyond the estimated value is absent.

No electronic submission
No explicit document URL provided
Data Consistency70/100

There are several minor inconsistencies, such as empty codes for Type and Procedure, an empty 'Liable Person' field, the contradiction between 'Value Classified: Yes' and the disclosed estimated value, and the characteristic 'Divided into Parts' conflicting with the 'single Contractor' requirement for Phase 1.

Empty codes for Type/Procedure
Empty 'Liable Person' field
Sustainability20/100

The tender does not include any explicit provisions or considerations for green procurement, social aspects, or innovation. This indicates a missed opportunity to integrate broader public value objectives into the procurement process.

No green procurement
No social criteria
