Original Tender Description

NHS England Technology Enhanced Learning Team’s National Strategic Vision for Simulation and Immersive Technologies in health and care explores how high-quality simulation-based programmes can be applied to help address system-wide challenges being faced within the health and care sector. Immersive and simulation technologies are revolutionizing health and care education, growing in popularity across all sectors and disciplines, and offering different ways of supporting and engaging with learners. The NHS Long Term Workforce Plan describes the need to expand training, improve retention and reform education delivery, including through expanding the use of simulation and improving the adoption of immersive technologies. NHS LPP on behalf of NHSE are leading on the procurement to implement a new Dynamic purchasing System (DPS) as a compliant route to market for buyers and commissioners. The vision is to develop a new national agreement for simulation, extended reality (XR) and other related technology providers focusing on education and training services. Tender Quality Score

This tender for a national Dynamic Purchasing System (DPS) has a clear strategic vision and significant value, but is critically flawed by the complete absence of tender documents and essential procurement details, making it impossible for bidders to respond adequately and raising serious concerns about transparency and legal compliance.

Score Breakdown

Legal Compliance100/100

Legal compliance is severely compromised by the complete absence of tender documents, which are fundamental to any procurement. The lack of explicit mandatory exclusion grounds and financial requirements further exacerbates this, potentially violating basic procurement principles.

No tender documents provided
No explicit mandatory exclusion grounds detailed
Clarity40/100

While the tender's description clearly outlines the strategic vision and scope for immersive and simulation technologies in health and care education, the overall clarity for potential bidders is extremely poor due to the complete absence of any supporting documentation or detailed requirements. A sentence in the description is also repeated.

Complete absence of detailed requirements and supporting documents
Repeated sentence in the description
Completeness83/100

The tender is critically incomplete. The absence of any tender documents, explicit mandatory exclusion grounds, financial requirements, and evaluation criteria means that essential information required for a compliant and fair procurement process is entirely missing.

No tender documents provided
No explicit mandatory exclusion grounds detailed
Fairness80/100

The complete lack of tender documents, detailed requirements, and evaluation criteria creates a significant risk of unfairness and lack of transparency. Without this information, potential bidders cannot understand the basis for selection, making the process opaque and potentially arbitrary.

Lack of transparency due to missing documents and evaluation criteria
High risk of arbitrary selection due to insufficient information
Practicality40/100

From a bidder's perspective, it is impractical, if not impossible, to prepare a meaningful submission without any tender documents or detailed instructions. For the contracting authority, managing a procurement of this scale without fundamental documentation is highly impractical and exposes the process to significant risks.

Impossible for bidders to prepare a compliant submission
High operational risk for the contracting authority due to lack of documentation
Data Consistency100/100

The core requirements (eligibility, technical capability) align with the tender's description. However, a minor inconsistency is the repeated sentence within the description itself. The 'Restricted procedure' for a DPS, while potentially referring to the initial qualification, could be clearer given the open nature of DPS.

Repeated sentence in the description
Sustainability0/100

The tender lacks any explicit mention or integration of green procurement, social criteria, or innovation focus. For a national agreement of this magnitude, this represents a missed opportunity to drive broader public value and align with modern procurement best practices.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear strategic vision and scope for a critical sector need
Significant estimated value indicates a major market opportunity
Utilizes a Dynamic Purchasing System (DPS) for flexibility and market access
Addresses a key objective of the NHS Long Term Workforce Plan

Concerns

Critical: Complete absence of tender documents
Critical: Missing explicit mandatory exclusion grounds
Critical: Missing explicit financial requirements
Missing evaluation criteria, leading to lack of transparency
No integration of sustainability, social value, or innovation

Recommendations

1. Immediately publish comprehensive tender documents, including full instructions, mandatory exclusion grounds, financial requirements, and detailed evaluation criteria.
2. Clarify the application of the 'Restricted procedure' within the context of a DPS to ensure ongoing openness for new entrants.
3. Integrate explicit sustainability, social value, and innovation criteria into the procurement framework.
