Tender Quality Score

This tender provides a clear initial project description and supports e-submission, but it lacks detailed quality evaluation criteria and specified mandatory exclusion grounds, which diminishes transparency and fairness.

Score Breakdown

Legal Compliance75/100

The procedure type and CPV codes are clearly defined, and the 25-day submission period is reasonable for a below-threshold tender. However, the absence of specified mandatory exclusion grounds and detailed evaluation criteria represents a weakness in legal compliance regarding transparency and due process.

Mandatory exclusion grounds are not specified in the provided documents.
Detailed evaluation criteria are not fully specified.
Clarity60/100

The project description for Phase 1 and Phase 2, along with the AI-extracted requirements, is generally clear. However, the critical lack of detailed quality evaluation criteria (beyond a 60% weighting) makes it unclear how 'quality' will be assessed, significantly impacting overall clarity for bidders.

Detailed quality evaluation criteria are not specified, only a weighting (60%).
Performance conditions are broadly stated but lack specific KPIs in the provided text.
Completeness65/100

Basic information such as title, reference, organization, value, duration, and key dates are provided. However, the provided content lacks comprehensive tender specifications, including detailed mandatory exclusion grounds and full, explicit evaluation criteria. The summaries of attached documents do not confirm the presence of these critical details.

Mandatory exclusion grounds are not specified.
Full, detailed evaluation criteria are missing from the provided content.
Fairness55/100

The tender value is disclosed, e-procurement is enabled, and requirements do not appear tailored. However, the significant absence of detailed quality evaluation criteria severely compromises fairness, as bidders cannot objectively understand how their proposals will be judged, leading to potential subjectivity in evaluation.

Lack of detailed quality evaluation criteria compromises objectivity and transparency for bidders.
Practicality85/100

Electronic submission is clearly supported via the Delta eSourcing portal, and direct URLs are provided. The contract start date and duration are well-defined, and financing information for both phases is clearly stated, contributing to good practicality.

Data Consistency70/100

Most key fields are populated, and dates are logical. There are no reported disputes or suspensions. The main consistency issue is the 'Liable Person' field being empty and the ambiguity regarding the specification of evaluation criteria (mentioned as 40/60 split but flagged as 'not specified' in detail).

The 'Liable Person' field is empty.
Ambiguity regarding the detailed specification of evaluation criteria.
Sustainability30/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not EU funded, which often correlates with higher sustainability standards.

No explicit green procurement criteria.
No explicit social aspects mentioned.

Strengths

Clear description of the project scope (Phase 1 & 2).
Electronic submission via a dedicated portal is supported.
Key financial and timeline information (value, duration, start date) is provided.
CPV and NUTS codes are correctly assigned.
Value is disclosed and not classified.

Concerns

Lack of detailed quality evaluation criteria, compromising transparency and fairness.
Mandatory exclusion grounds are not specified in the provided documents.
General nature of attached document summaries, not confirming full tender specifications.
Absence of explicit sustainability, social, or innovation criteria.
The 'Liable Person' field is empty.

Recommendations

1. Publish comprehensive and detailed evaluation criteria, especially for the 'quality' component, to ensure transparency and enable fair competition.
2. Clearly specify all mandatory exclusion and selection grounds in line with national procurement regulations.
3. Ensure all essential tender documents, including full technical specifications and terms and conditions, are readily accessible and clearly referenced on the e-sourcing portal.
