Original Tender Description

The Office for National Statistics (ONS) requires the provision of UK Shipping Data, preferably monthly but at least quarterly, including historic data. This data will be used to publish statistics on shipping services and UK-based traders, contributing to Balance of Payments transactions, Eurostat reporting, aggregate trade in goods statistics (import/export of ships), and informing trade policy. The required data falls into four categories: 1. Sale and Purchase of UK Owned Ships, 2. Bareboat Chartering Arrangements where one Party is a UK Entity, 3. Services Purchased in UK Ports by Non-UK Ships, and 4. Sea Freight Data. Organisations capable of providing all required data are encouraged to express interest by submitting company details (Organisation Name, Contact details, Brief description of primary activity, Type of data and support available) to Ellie.stafford@ons.gov.uk. Future tenders will be conducted through ONS's 'DPS Data SaSiE' e-tendering portal. This exercise is NOT a pre-qualification or selection process; it is an information gathering exercise to help ONS with its future intentions. See annex for detailed data requirements.

82
Excellent

Tender Quality Score

This is a well-structured market engagement exercise (RFI) by the ONS, clearly outlining its need for comprehensive UK shipping data to inform future procurement. While highly specific in its data requirements, it provides excellent clarity and completeness for potential suppliers.

Score Breakdown

Legal Compliance85/100

The tender clearly defines itself as an information-gathering exercise, not a formal procurement, which explains the 'None' status for procedure type. CPV codes are appropriate, and there are no disputes. The process aligns with market engagement best practices.

Clarity90/100

The purpose of the RFI, the specific data categories, and the detailed requirements are exceptionally clear and unambiguous. The AI-extracted requirements accurately reflect the annex, making it easy for potential suppliers to understand what is needed.

Completeness90/100

All essential information for a market engagement exercise is provided, including the organization, reference, estimated value, duration, and detailed data requirements. The listed documents further enhance completeness.

Fairness75/100

The tender provides full access to information and discloses the estimated value. While the requirement for suppliers to provide 'all the data we require' is highly specific and may limit the number of potential respondents, it appears to be a legitimate need for comprehensive data rather than tailoring to a specific company. Email submission is an accessible method for an RFI.

The 'all data' requirement might limit competition.
Practicality80/100

Electronic submission via email is supported, which is practical for an RFI. Key contract dates and duration are specified, and financing information is available.

No direct document URL provided in the text, though documents are listed.
Data Consistency95/100

The information provided is highly consistent across all fields. The 'None' status for procedure type is consistent with the tender being an RFI, as clearly stated in the description. Dates are logical.

Sustainability30/100

The tender does not include any explicit criteria or focus on green procurement, social aspects, or innovation beyond the general aim of creating better statistics. This is a common omission for data procurement.

Lack of sustainability, social, or innovation criteria.

Strengths

Clear definition as a market engagement exercise (RFI).
Highly detailed and unambiguous data requirements.
Comprehensive basic and financial information provided.
Excellent data consistency across all fields.
Accessible email submission for market engagement.

Concerns

The requirement for suppliers to provide 'all the data' might significantly limit the pool of potential respondents.
Absence of explicit sustainability, social, or innovation criteria.
Formal 'Type' and 'Procedure' fields are 'None', though explained in text.

Recommendations

1. For future formal procurements, consider explicitly stating if partial bids for data categories would be acceptable to potentially broaden supplier participation.
2. Explore opportunities to integrate sustainability or social value considerations into future data procurement, where relevant.
3. Ensure all formal fields are populated with appropriate codes for full tenders.
