Good

Tender Quality Score

This tender provides a clear description of the required services and budget, utilizing e-procurement effectively. However, the critical absence of evaluation criteria and explicit mandatory exclusion grounds significantly impacts its clarity, completeness, and fairness.

Score Breakdown

Legal Compliance75/100

The tender correctly defines the procedure type and CPV codes. The 28-day period between the analysis date and submission deadline is reasonable for a below-threshold open competition. However, mandatory exclusion grounds are not explicitly detailed in the provided information, though expected in the full documents. A minor currency discrepancy exists (EUR vs GBP for estimated value).

Mandatory exclusion grounds not explicitly stated in provided information
Minor currency inconsistency (EUR vs GBP for estimated value)
Clarity60/100

The description of the services, lots, and technical/financial requirements is clear and unambiguous. However, the critical absence of specified evaluation criteria significantly hinders clarity, as bidders cannot understand how their proposals will be assessed. Mandatory exclusion grounds are also not explicitly stated in the provided text.

No evaluation criteria specified
Mandatory exclusion grounds not explicitly stated
Completeness65/100

Basic information, deadlines, value, and duration are largely complete. However, the lack of explicit evaluation criteria and mandatory exclusion grounds in the provided text, along with only summaries of the full tender documents, indicates a notable gap in completeness for a comprehensive understanding.

No evaluation criteria specified
Mandatory exclusion grounds not explicitly stated
Fairness55/100

The tender provides full document access via a dedicated portal, discloses the value, and offers reasonable deadlines for preparation. However, the complete absence of evaluation criteria is a significant concern for fairness and transparency, as it introduces subjectivity into the assessment process and prevents bidders from optimizing their proposals.

No evaluation criteria specified
Practicality80/100

Electronic submission is clearly supported via the ProContract portal, and the necessary URLs for registration and submission are provided. The contract start date and duration are specified, making it practical for potential bidders to plan.

Slight discrepancy in contract duration (17 vs 18 months)
Data Consistency70/100

Most key fields are populated, and dates are logical and consistent. However, there is an inconsistency between the estimated value currency (EUR in basic info vs. GBP in description) and a slight discrepancy in the stated contract duration (17 vs 18 months).

Inconsistency in estimated value currency (EUR vs GBP)
Slight discrepancy in contract duration (17 vs 18 months)
Sustainability50/100

The tender does not explicitly include green procurement, broader social clauses beyond the core service provision, or an innovation focus. While the service itself addresses a social need (Deprivation of Liberty Safeguards), the tender documentation lacks specific sustainability criteria.

No explicit green procurement criteria
No explicit broader social criteria

Strengths

Clear description of services and lots
Transparent budget disclosure
Electronic submission supported via dedicated portal
Reasonable timelines for a below-threshold tender
Good basic information provided

Concerns

Critical absence of evaluation criteria
Mandatory exclusion grounds not explicitly stated in provided text
Currency and contract duration inconsistencies
Reliance on external portal for full documents (for this analysis)
Lack of explicit sustainability or innovation focus

Recommendations

1. Explicitly state all evaluation criteria to ensure transparency and fairness.
2. Clearly present all mandatory exclusion grounds within the primary tender notice.
3. Harmonize currency and contract duration details across all tender documents.
