Tender Quality Score

This is a well-structured pre-procurement notice for an upcoming framework agreement, effectively inviting suppliers to an engagement event, but it lacks critical details for the actual tender, impacting completeness and clarity for the bidding process.

Score Breakdown

Legal Compliance85/100

The tender clearly defines the procedure type ("Below threshold - open competition") and assigns an appropriate CPV code. There are no reported disputes, and the pre-procurement notice itself appears compliant with basic disclosure requirements for this stage. Specific mandatory exclusion grounds and other detailed legal requirements for the full tender are, however, not yet published.

Specific mandatory exclusion grounds and other detailed legal requirements for the full tender are not yet published.
Clarity60/100

The description of the framework agreement and the details for the pre-tender engagement event are clear and unambiguous. However, critical information regarding the actual tender's eligibility, technical, financial requirements, and especially evaluation criteria are explicitly stated as not yet available, severely impacting the clarity of the overall procurement opportunity.

Evaluation criteria are missing.
Detailed eligibility, technical, and financial requirements for the full tender are not yet available.
Completeness50/100

While basic information such as title, organization, estimated value, duration, and deadlines for the engagement event are provided, the actual tender documents and all detailed requirements (exclusion, eligibility, technical, financial) and evaluation criteria are explicitly stated as unavailable. This renders the full tender opportunity significantly incomplete at this stage.

Actual tender documents are not available.
Detailed requirements and evaluation criteria for the full tender are missing.
Fairness65/100

The inclusion of a pre-procurement engagement event is a positive measure for transparency and allowing potential suppliers to ask questions, promoting equal access. The estimated value is disclosed. However, the absence of the actual tender documents and specified evaluation criteria at this stage limits the ability of bidders to fully understand and prepare for the upcoming tender, which impacts overall fairness for the competition.

Actual tender documents are not available.
Evaluation criteria are not specified.
Practicality55/100

The contract start date and duration are clearly specified. The mention of "eTenderWales" implies electronic submission, though this contradicts an automated check flagging "No e-submission." The current unavailability of the actual tender documents also limits immediate practical steps for potential bidders beyond registering for the event.

Actual tender documents are not available.
Contradiction regarding e-submission (eTenderWales vs. automated check).
Data Consistency80/100

The data provided is largely consistent, with logical dates and no reported disputes or suspensions. Most key fields are populated, ensuring a coherent overview of the pre-procurement notice. Minor inconsistencies include missing codes for 'Type' and 'Procedure' and an empty 'Liable Person' field.

Missing codes for 'Type' and 'Procedure'.
The 'Liable Person' field is empty.
Sustainability20/100

The tender documentation, as provided, does not include any explicit criteria or focus on sustainability, green procurement, social aspects, or innovation. This represents a missed opportunity to integrate broader public value considerations into the procurement.

No explicit sustainability, social, or innovation criteria are included.

Strengths

Clear description of the framework's scope.
Proactive supplier engagement event.
Estimated value and contract duration specified.
Appropriate CPV code and defined procedure type.
No reported disputes or suspensions.

Concerns

Actual tender documents are not yet available.
Critical tender requirements (eligibility, technical, financial) are missing.
Evaluation criteria are not specified.
Lack of explicit sustainability, social, or innovation criteria.
Contradiction regarding e-submission functionality.

Recommendations

1. Publish the full tender documents, including all detailed requirements and evaluation criteria, as soon as possible.
2. Clarify the e-submission process and ensure it is fully supported via eTenderWales.
3. Consider integrating sustainability, social, and innovation criteria into the full tender.
