Original Tender Description

ProContract Project Reference No.: DN803885 Essex Procurement Partnership is procuring, on behalf of Tendring District Council, with the resulting contract between the Council and the successful Bidder, to deliver two construction regeneration projects in Dovercourt (Harwich), Essex. These two standalone projects form part of £60M overall funding secured to deliver regeneration projects to the Tendring District. The sites are located at (i) Milton Road and (ii) Victoria Street, Dovercourt, Essex. Both projects already have planning permission and are at RIBA stage 3. Milton Road project: construction project to demolish an out-of-date multi storey car park and create a modern, ground-level parking area with EV charge points. Victoria Street project: construction project to convert two derelict sites to (i) social housing and (ii) dedicated parking spaces for residents. More information about both projects can be found at: https://www.tendringdc.gov.uk/government-funded-projects Please note, the estimated contract value provided is the ceiling budget limit for the complete project, and contract duration is modelled on development of the sites without lotting. The purpose of this notice is to assess market interest and obtain feedback on several aspects of the opportunity, through the completion of an online questionnaire. A full information pack is available to download from the ProContract eTendering portal (see below for more information). Any questions regarding the contract opportunity should also be directed through the ProContract eTendering portal. The deadline for questionnaire completion is Friday 13th February 2026.

Tender Quality Score

This is a well-structured Preliminary Market Engagement (PME) notice with clear project descriptions and objectives, aiming to gather market feedback for future construction regeneration projects. While generally robust, some administrative details could be more explicitly defined.

Score Breakdown

Legal Compliance75/100

The tender is a Preliminary Market Engagement (PME), which explains the 'Type: None' and 'Procedure: None' fields, as it's not a formal procurement procedure for contract award. CPV codes are appropriate, and there are no reported disputes, aligning with PME best practices.

The 'Type: None' and 'Procedure: None' fields are not explicitly defined as 'Preliminary Market Engagement' or 'Request for Information (RFI)', which could enhance clarity.
Clarity80/100

The purpose of the PME, the project descriptions (Milton Road and Victoria Street), and the required actions (online questionnaire, portal for questions) are clearly articulated. The AI-extracted requirements accurately reflect the PME stage, where detailed eligibility or technical criteria are not yet applicable.

Completeness70/100

All essential basic information, financial details (estimated value, funding secured), timeline (submission deadline, contract duration, start date), and project descriptions are provided. Documents are available. For a PME, the absence of detailed evaluation criteria or specific eligibility requirements is expected and not a deficiency.

Fairness85/100

The PME appears open and accessible, inviting broad market interest through an online questionnaire and a dedicated eTendering portal for information and queries. The estimated value is disclosed, and the requirements are generic for market engagement, ensuring equal access.

Practicality65/100

Electronic submission via an online questionnaire and eTendering portal is supported, which is practical. Key dates and secured funding information are available. However, a direct URL to the ProContract eTendering portal is not explicitly provided in the main text, which would enhance ease of access.

A direct URL to the ProContract eTendering portal is not explicitly provided in the main text, only its reference number.
Data Consistency90/100

Key fields are populated, and there are no reported disputes or suspensions. Dates are logical and consistent, with the PME deadline preceding the projected contract start date, reflecting a well-structured planning stage.

Sustainability50/100

The projects inherently include positive sustainability aspects such as the creation of EV charge points and social housing. However, the tender does not explicitly frame itself as a green or social procurement initiative, nor does it detail specific sustainability criteria for potential bidders.

No explicit sustainability criteria or framing as a green/social procurement initiative in the overall tender description.

Strengths

Clear project description and purpose of the Preliminary Market Engagement.
Electronic submission and eTendering portal usage for information and feedback.
Estimated value, contract duration, and start date are clearly specified.
Inclusion of EV charge points and social housing in the project scope.
Good data consistency with no reported disputes or suspensions.

Concerns

The 'Type' and 'Procedure' fields are not explicitly defined as 'Preliminary Market Engagement' or 'Request for Information'.
A direct, clickable URL to the ProContract eTendering portal is not explicitly provided in the main text.
Lack of explicit sustainability criteria or framing for the overall procurement, despite inherent project benefits.

Recommendations

1. Clearly label the 'Type' and 'Procedure' fields as 'Preliminary Market Engagement' or 'Request for Information' to avoid any ambiguity.
2. Provide a direct, clickable URL to the ProContract eTendering portal for easier access to the information pack and questionnaire.
3. Consider explicitly incorporating and detailing sustainability criteria in future stages of the procurement, building on the inherent green and social aspects of the projects.
