Original Tender Description

Birmingham City Council is undertaking market research for a future Civil Parking Enforcement (CPE) services contract, anticipated for award in Autumn 2026. This RFI seeks market views on capability, capacity, innovation, risks, and delivery models for the next generation of CPE services. The aim is to understand the market's ability to deliver a modern, resilient, and cost-effective service aligned with the Council's strategic aims, including dynamic deployment, KPI-linked remuneration, technology integration, sustainability, and value-for-money outcomes. The existing service involves approximately 115 Civil Enforcement Officers (CEOs) and 9-10 Supervisors. Suppliers should consider delivering a comparable scale of service across Birmingham's on-street and off-street enforcement areas, including CEO deployment, PCN issuance, back-office integration, technology use, workforce resilience, TUPE, and operational efficiency innovations.
