Original Tender Description

Given the potential impact of the drainage diversion on the programme, risk allocation, and delivery strategy, the Council is currently considering a number of possible contractual and delivery approaches. Prior to publishing the tender, the Council intends to undertake preliminary market engagement in order to seek feedback from the market on these identified potential approaches, in order to inform the development of the final procurement process and final contract structure. Further details of the proposed approaches will be shared with all participants ahead of any engagement meetings. Powys County Council is therefore inviting contractors with relevant experience in the delivery of council or social housing projects, including associated infrastructure works, to express an interest in participating in a short, one to one market engagement meetings prior to the commencement of the formal procurement process. The purpose of these meetings is to obtain high level, non-binding feedback from Contractors based on the proposed contractual options in order to better understand overall market appetite, capacity and risk considerations. Contractors wishing to take part in this preliminary market engagement are invited to contact the Council using the email address set out in the Contracting Authority section of this notice by 5:00pm on 18th March 2026 (18-03-2026). The Council proposes to hold individual meetings of up to one (1) hour with contractors who respond within the specified timescale. Meetings will take place during week commencing 23rd March 2026 (23-03-2026). Please note that meeting slots are limited. Where the number of expressions of interest exceeds the available capacity, meeting slots will be allocated based on the contractor’s experience relative to the nature of the project. The Council reserves the right to limit the number of participants in order to ensure that the engagement exercise remains manageable and effective. Participation in this preliminary market engagement process is voluntary. Nonparticipation will not preclude or disadvantage any organisation from participating in the subsequent formal procurement process, nor will participation confer any advantage during that process. Any information obtained during this engagement will be used by the Council solely to inform the development of its procurement approach and will be managed in accordance with the principles of transparency, equal treatment and non-discrimination, in line with the Procurement Act 2023. Contractors should note that, to ensure transparency, equal treatment, and fairness throughout the process, all meetings will be recorded, and a summary document stating the outcome of meetings and what impact (if any) has had on the Council’s approach to the procurement process will be retained. Any information which is discussed and deemed relevant to the procurement will be shared with all bidders.
