Tender Quality Score

This tender provides a clear description of the required evaluation services for The Lighthouse, but suffers from critical omissions regarding evaluation criteria and the lack of electronic submission, impacting fairness and clarity.

Score Breakdown

Legal Compliance70/100

The tender defines the procedure type and CPV code, and there are no disputes. However, the absence of a reveal date and, more critically, explicit evaluation criteria raises concerns about full compliance with transparency requirements in public procurement.

Missing reveal date
No evaluation criteria specified
Clarity65/100

While the service description and AI-extracted requirements are well-articulated and understandable, the complete absence of specified evaluation criteria is a significant flaw that severely diminishes the overall clarity for potential bidders.

No evaluation criteria specified
Completeness70/100

Basic information, financial details, and contract duration are well-defined. However, the tender is incomplete due to the critical omission of evaluation criteria and the reveal date, which are essential for a comprehensive tender package.

No evaluation criteria specified
Missing reveal date
Fairness60/100

The tender discloses the estimated value and provides document access. However, the lack of transparent evaluation criteria and the absence of electronic submission capabilities significantly undermine the fairness and equal access for all potential bidders. The requirements are specialized but do not appear tailored.

No evaluation criteria specified
No e-submission
Practicality65/100

The contract start date and duration are clear, and financing information is available. The primary practical drawback is the absence of electronic submission, which is a standard expectation in modern procurement processes.

No e-submission
Data Consistency90/100

Key fields are mostly populated, and dates are logical and consistent. Minor inconsistencies include empty fields for the liable person and procedure codes, and the missing reveal date.

Liable Person field empty
Procedure type codes empty
Sustainability50/100

The tender explicitly incorporates social aspects by requiring the evaluation to address Equality, Equity, Diversity, and Inclusion. However, it does not include specific criteria related to green procurement or innovation.
