Tender Quality Score

This tender presents a clear service description and strong social sustainability focus, but is significantly hampered by the absence of explicit evaluation criteria and a lack of e-submission, impacting clarity, completeness, and fairness.

Score Breakdown

Legal Compliance75/100

The tender clearly states its adherence to the UK's Procurement Act 2023 Light Touch Regime and uses an appropriate CPV code. No disputes are reported. However, the explicit mention of mandatory exclusion grounds is absent from the provided summary, which are fundamental legal requirements.

No specific mandatory exclusion grounds explicitly mentioned in the provided tender information.
Clarity60/100

The service description, target audience, and geographical lots are very clear. However, the critical absence of specified evaluation criteria and detailed performance conditions significantly reduces the clarity for potential bidders on how their proposals will be assessed and what constitutes successful delivery.

Missing evaluation criteria
Performance conditions not clearly stated beyond general goals
Completeness65/100

While basic information, financial details, and duration are provided, the tender is incomplete due to the explicit lack of evaluation criteria and specific financial requirements for bidders. Minor data fields like 'Liable Person' and 'reveal date' are also missing.

Missing evaluation criteria
No specific financial requirements for bidders (e.g., minimum turnover)
Fairness50/100

The absence of evaluation criteria makes it impossible to ensure an objective and transparent assessment process, which is a major fairness concern. Additionally, the lack of electronic submission capabilities creates an unnecessary barrier to equal access for all potential bidders. The requirements themselves do not appear tailored.

Missing evaluation criteria (impacts objectivity and transparency)
No e-submission
Practicality60/100

The most significant practical drawback is the stated lack of electronic submission, which is a standard expectation in modern public procurement. Other practical details such as contract start date and duration are clearly specified.

No e-submission
Data Consistency70/100

Key information such as estimated value, deadlines, and contract duration are consistent. However, some fields like 'Liable Person,' 'Type Code,' 'Procedure Code,' and the tender's 'reveal date' are unpopulated, indicating minor data consistency issues.

Liable Person field empty
Type Code and Procedure Code empty
Sustainability75/100

The tender scores highly on social sustainability as its core purpose is to deliver a social connection service aimed at reducing loneliness and improving wellbeing. However, it does not explicitly incorporate environmental (green procurement) or innovation aspects.
