Tender Quality Score

This tender outlines a significant community mental health recovery service, emphasizing co-production and personalized care. However, the provided information lacks crucial detail, making a full assessment of the procurement process challenging without the complete tender documents.

Score Breakdown

Legal Compliance100/100

The tender appears to follow an Open procedure, which is generally compliant with public procurement principles. However, the absence of explicit mandatory exclusion grounds and detailed legal requirements in the provided extract means a full assessment of legal compliance is not possible.

Absence of explicit mandatory exclusion grounds in the provided extract.
Lack of full tender documents to verify all legal compliance aspects.
Clarity40/100

The description of the service need and the desired outcomes (co-produced model, personalized care, independent living) is clear and well-articulated. However, the extracted requirements are very high-level, lacking specific metrics, methodologies, or detailed service specifications that would be expected in a full tender.

Extracted requirements are high-level and lack specific detail.
Absence of detailed service specifications, performance indicators, or evaluation criteria.
Completeness83/100

This is the weakest point. The tender information explicitly states 'DOCUMENTS (0 total)' and 'No document content available.' The provided 'extracted requirements' are insufficient for bidders to prepare a comprehensive and competitive offer. Key elements like full terms and conditions, detailed service specifications, pricing schedules, and evaluation criteria are missing.

No tender documents attached or available.
Missing detailed service specifications.
Fairness80/100

The 'Open' procedure type generally promotes fairness by allowing broad participation. The requirements, as extracted, are broad enough not to immediately suggest tailoring to a specific company, though their generality could be problematic. The emphasis on 'experienced providers' is standard. However, the lack of detailed requirements and evaluation criteria could lead to subjective assessment if not properly defined in the full documents.

Potential for subjective evaluation due to missing detailed evaluation criteria.
General nature of requirements could be interpreted broadly, potentially disadvantaging some bidders if not clarified.
Practicality40/100

The concept of a co-produced, personalized mental health recovery model is practical and aligns with modern best practices. The contract duration of 60 months and estimated value of €20,000,000 indicate a significant, long-term commitment. However, without full documentation, bidders cannot practically assess the operational complexities, resource requirements, or implementation challenges.

Bidders cannot practically assess operational complexities without full tender documents.
Lack of detailed information on service delivery locations or specific operational requirements beyond 'Rotherham'.
Data Consistency100/100

The provided data is internally consistent. The description aligns with the extracted requirements. The estimated value and duration are clearly stated.

Sustainability25/100

The tender explicitly mentions 'Social Criteria' under procurement characteristics, which is a positive indicator for sustainability, focusing on social value. The nature of the service itself (mental health recovery, independent living) inherently contributes to social sustainability. However, no specific environmental or economic sustainability criteria are detailed in the extract.

Lack of explicit environmental or economic sustainability criteria in the provided extract.

Strengths

Clear articulation of service need and desired outcomes (co-produced, personalized care).
Significant estimated value and contract duration, indicating a substantial opportunity.
Explicit inclusion of 'Social Criteria' in procurement characteristics.
Open procedure type, promoting broad market participation.

Concerns

Absence of any attached tender documents or detailed content.
Lack of specific evaluation criteria, making assessment of offers challenging.
High-level and general nature of extracted eligibility and technical requirements.
Missing detailed service specifications and performance indicators.

Recommendations

1. Publish the complete suite of tender documents, including detailed specifications, terms and conditions, and evaluation criteria, as a matter of urgency.
2. Clearly define and quantify technical capability requirements and expected outcomes to ensure fair and objective evaluation.
3. Provide explicit details on mandatory exclusion grounds and selection criteria to ensure legal compliance and transparency.
