Original Tender Description

both. Overview of requirement: The role of the Data Migration Engineer is to provide expert input to the ERP implementation team for a 12-month project, split in two distinct 6-month work packages.. The successful candidate will be responsible for planning, executing, and validating data migration activities from legacy systems to the new ERP platform, ensuring data integrity, accuracy, and compliance throughout the process. This role also includes managing data archival and supporting data cleansing and de-duplication efforts, while adhering to strict GMP standards and regulatory requirements. The work will contribute to CGTC's efforts to consolidate its data across the enterprise in preparation for the introduction of managed data services to all parts of the business. At present, CGTC is trialling Boomi integration hub as part of this process, and it expected that Boomi will be the platform for some of the migration work. This is a fixed-term engagement to advise and help CGTC through the data migrations from legacy systems required to make the ERP project a success. The ERP project is split into phases, each of which has deliverables and milestones as laid out below and each of which constitutes a separate package of work to be carried out by the Data Migration Engineer. The Data Migration Engineer is expected to operate independently and will not be subject to direct supervision or control by the client. The Data Migration Engineer may provide a suitably qualified substitute to carry out the services, subject to CGTC's reasonable approval, and is expected to determine how the work is carried out and be responsible for managing his/her own time and methods of delivery.

Tender Quality Score

This tender for a Data Migration Engineer role is well-described with clear technical requirements, but it has significant deficiencies in transparency and modern procurement practices, primarily due to the complete absence of evaluation criteria and the lack of electronic submission.

Score Breakdown

Legal Compliance75/100

The procedure type and CPV code are clear, and no disputes are noted. However, the missing reveal date and, critically, the absence of specified evaluation criteria are significant compliance issues impacting transparency and fairness.

Missing reveal date
No evaluation criteria specified
Clarity80/100

The role description and technical requirements are very clear and unambiguous. However, the complete absence of evaluation criteria is a major clarity deficit for bidders, as they cannot understand how their submission will be judged.

No evaluation criteria specified
Completeness70/100

Basic information, deadlines, value, and duration are provided. Requirements are listed, but the critical missing piece is the evaluation criteria. While documents are listed, their summaries suggest redundancy rather than a full suite of distinct, comprehensive tender documents.

No evaluation criteria specified
Lack of distinct, comprehensive tender documents beyond basic description
Fairness60/100

The disclosed value and generally reasonable preparation time are positive. However, the missing evaluation criteria is a severe fairness issue, as is the lack of e-submission, which undermines transparency and equal access. Requirements are specific but not overtly tailored.

No evaluation criteria specified
No e-submission
Practicality65/100

The contract start date, duration, and financing information are clear. However, the lack of electronic submission is a significant practical hurdle in modern procurement, making the process less efficient and accessible.

No e-submission
Data Consistency90/100

Dates are logical and consistent, and no disputes or suspensions are noted. Most key fields are populated, with only minor omissions like 'Liable Person' and specific codes for Type/Procedure.

Missing 'Liable Person'
Missing specific codes for Type/Procedure
Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation focus within the tender documentation. It is not indicated as EU funded.

Not green procurement
No social criteria
