Tender Quality Score

This tender for internal alterations and kitchen installation is moderately problematic due to critical gaps in documentation and transparency, particularly the absence of evaluation criteria and the content of tender documents. While basic information is present, these deficiencies significantly hinder fairness and clarity for potential bidders.

Score Breakdown

Legal Compliance60/100

The tender lacks explicit mandatory exclusion grounds and eligibility requirements, and critically, no evaluation criteria are specified. While the procedure type and CPV codes are clear, these omissions raise concerns about adherence to fundamental transparency principles in public procurement, even for a below-threshold tender. The missing reveal date also impacts the full legal timeline transparency.

Missing reveal date
No specific mandatory exclusion grounds
Clarity50/100

The project description is clear and understandable, detailing the location and nature of the work. However, the AI-extracted requirements are high-level, and the critical absence of specified evaluation criteria and the actual "Schedule of works" (as its content is not provided) significantly reduce the overall clarity for potential bidders regarding how their proposals will be assessed and the full scope of work.

No evaluation criteria specified
AI-extracted requirements are high-level
Completeness40/100

Basic information such as title, reference, organization, deadlines, value, and duration are present. However, the tender is critically incomplete as none of the 11 listed documents have their content or summaries available for analysis. This means essential details like the full scope of work, terms and conditions, and detailed requirements are missing, making it impossible to fully assess the tender's completeness.

Documents with content/summaries: 0 (critical)
No evaluation criteria specified
Fairness45/100

The fairness of this tender is significantly compromised by the absence of specified evaluation criteria, which prevents objective assessment of bids and transparency. Furthermore, the lack of access to the content of the tender documents creates an uneven playing field. The absence of e-submission also presents a potential barrier to equal access for all interested parties.

No evaluation criteria specified
No document content available
Practicality60/100

The tender provides key practical information such as the contract start date and duration. However, the lack of electronic submission ("No e-submission") is a significant practical drawback in modern procurement. The inability to access the content of the 11 listed documents also hinders practical assessment and preparation for bidders.

No e-submission
No document content available
Data Consistency80/100

The core data fields are largely consistent and logical, with dates making sense. Minor inconsistencies include the empty "Liable Person" field and missing codes for "Type" and "Procedure". The "Missing reveal date" is a slight gap in the timeline data.

Missing reveal date
Liable Person empty
Sustainability10/100

The tender shows no explicit consideration for sustainability, green procurement, social aspects, or innovation. This indicates a missed opportunity to integrate broader public value objectives into the procurement process.

Not green procurement
No social criteria

Strengths

Clear project description and location
Key financial and timeline information (value, duration, start date) is provided
CPV code is correctly assigned
No disputes or suspensions

Concerns

Critical lack of access to tender document content
Absence of specified evaluation criteria
Missing explicit mandatory exclusion and eligibility grounds
No electronic submission option
No consideration for sustainability, social, or innovation aspects

Recommendations

1. Publish all tender documents with full content, including the "Schedule of works," detailed requirements, and terms and conditions.
2. Clearly define and publish objective evaluation criteria to ensure transparency and fairness.
3. Implement electronic submission for improved accessibility and efficiency.
