Tender Quality Score

This tender for furniture removal and storage services is generally well-structured with clear requirements and evaluation criteria, but it suffers from a lack of electronic submission and some data inconsistencies.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and includes mandatory exclusion grounds. However, the reveal date is missing, and the assigned CPV code (60180000) appears too narrow for the full scope of services, potentially impacting compliance with classification standards.

Missing tender reveal date
CPV code (60180000) appears too narrow for the full scope of services (removals, storage, disposal)
Clarity85/100

The service description is clear and unambiguous, and the AI-extracted requirements are well-defined. Evaluation criteria (price 60%, quality 30%, social value 10%) are explicitly stated, providing transparency for bidders, despite an automated flag suggesting otherwise.

Completeness70/100

Basic information, financial details, and contract timeline are largely provided. However, the reveal date is absent, and some administrative fields like 'Liable Person' and procedure codes are unpopulated, indicating minor gaps in comprehensive data provision.

Missing tender reveal date
Empty 'Liable Person' field
Fairness65/100

The tender discloses the estimated value and uses objective evaluation criteria. However, the absence of electronic submission (e-submission) is a significant barrier to equal access and fairness for potential bidders in modern procurement practices.

No electronic submission (e-submission) supported
Practicality60/100

Key practical details like contract start and duration are specified. Nevertheless, the lack of electronic submission significantly reduces the practicality and ease of participation for contractors, potentially increasing administrative burden.

No electronic submission (e-submission) supported
Data Consistency70/100

Dates are logical, and there are no reported disputes. However, minor inconsistencies exist with unpopulated fields (e.g., procedure codes) and a slight discrepancy between the '3-5 years' in summaries and '36 months' in basic info.

Missing codes for procedure type
Slight inconsistency in contract duration description (3-5 years vs 36 months)
Sustainability50/100

The tender positively includes a 10% evaluation criterion for social value, demonstrating a commitment to social aspects. However, it lacks specific requirements for green procurement or innovation, limiting its overall sustainability focus.

No specific green procurement requirements
No innovation focus

Strengths

Clear service description and requirements
Evaluation criteria are transparent and weighted
Inclusion of social value in evaluation (10%)
Estimated value and contract duration clearly specified
No reported disputes or suspensions

Concerns

Lack of electronic submission (e-submission)
Missing tender reveal date
Potentially narrow CPV code for the full scope of services
Absence of specific green procurement or innovation requirements
Some unpopulated administrative fields

Recommendations

1. Implement electronic submission to enhance fairness and practicality for bidders.
2. Review and broaden the CPV code to accurately reflect all services, including storage and disposal.
3. Provide a clear tender reveal date and populate all administrative fields for full transparency.
