Tender Quality Score

This Expression of Interest for a Family Mentor Service is clear and inclusive, demonstrating good market engagement intent, but it suffers from significant data inconsistencies and relies on basic submission methods.

Score Breakdown

Legal Compliance80/100

As an Expression of Interest (EOI), the notice generally complies with pre-procurement principles. The CPV code is appropriate, and there are no reported disputes. While the structured data lists 'Type: None' and 'Procedure: None', the description clearly defines it as an EOI for market gauging, which is a legitimate preliminary step.

Formal procedure type not specified in structured data
Clarity90/100

The description of the service, the purpose of the EOI, estimated value, and duration are exceptionally clear. Requirements for expressing interest are straightforward and unambiguous, which is appropriate for this preliminary stage.

Completeness75/100

Basic information, EOI deadline, contract duration, and estimated annual value are provided in the description. Requirements for the EOI stage are defined, and location information is present. However, the structured data's lack of a formal procedure type and the contradiction regarding value disclosure reduce the overall completeness score.

Inconsistency in value disclosure (structured data vs. description)
Formal procedure type missing in structured data
Fairness95/100

The tender demonstrates high fairness by explicitly welcoming Small and Medium-sized Enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs). Requirements are generic and not tailored, promoting broad participation. The estimated value is disclosed in the description, ensuring transparency for potential providers.

Practicality65/100

Electronic submission via email is supported, and key dates like contract start and duration are clearly specified. However, the absence of a dedicated e-procurement platform and a direct document URL in the provided information makes the process less streamlined than optimal.

Reliance on email for submission instead of a dedicated e-procurement platform
No direct document URL provided in the input
Data Consistency50/100

There is a significant inconsistency where the 'Estimated Value' is marked as 'Not disclosed' and 'Value Classified: Yes' in the structured data, while the description explicitly states '£83,983 per annum'. Additionally, 'Type: None' and 'Procedure: None' contradict the clear EOI status.

Contradiction in contract value disclosure (structured data vs. description)
Inconsistent procedure type in structured data
Sustainability55/100

The 'Empowering Families Family Mentor Service' inherently possesses social value, and the explicit encouragement for VCSEs is a positive social aspect. However, the tender lacks any specific criteria or focus on environmental sustainability or innovation.

No explicit green procurement criteria
No innovation focus

Strengths

Clear description of the service and EOI purpose
Encourages participation from SMEs and VCSEs
Estimated contract value and duration are clearly stated in the description
CPV code is appropriately assigned
No indication of requirements being tailored to a specific company

Concerns

Significant inconsistency regarding contract value disclosure in structured data versus description
Lack of formal procedure type ('None') in structured data, despite being an EOI
Reliance on email for EOI submission instead of a dedicated e-procurement portal
Absence of explicit green procurement or innovation criteria

Recommendations

1. Ensure consistency across all data fields, particularly regarding contract value and procedure type, to avoid confusion.
2. Consider utilizing a dedicated e-procurement platform for future formal tender stages to enhance accessibility and auditability.
3. Integrate explicit sustainability criteria (environmental, social, innovation) into the subsequent full tender documentation.
