Original Tender Description

This tender is for care and support services at six supported living sites for adults with mental health difficulties. The six sites are dedicated to serving vulnerable adults with varying levels of mental illness who may: be in receipt of clinical treatment, have previously been detained under the Mental Health Act 1983, use drugs and/or alcohol, have a ‘dual diagnosis’, or have been or be involved in the criminal justice system. These adults may be using secondary mental health services coordinated by Brent Mental Health Service staff and will have been assessed as eligible to move into supported accommodation. All six sites currently accommodate 33 existing service users. The total contract value for all services for the initial contract term of five years and a two-year extension (7 years) is estimated to be £7,566,793.00. Tender Quality Score

This tender, currently in the planning stage, demonstrates good initial clarity and fair market engagement practices, but lacks critical details regarding the full procurement process, such as evaluation criteria and a consistent estimated value.

Score Breakdown

Legal Compliance75/100

The tender correctly assigns the CPV code and provides a reasonable deadline for market engagement expression of interest. There are no reported disputes. However, the procedure type and liable person are not defined, which are fundamental elements for a comprehensive tender document.

Missing procedure type
Missing liable person
Clarity80/100

The description of the services and target beneficiaries is clear and unambiguous. Instructions for the market engagement event are well-documented. However, a significant clarity gap exists due to the absence of specified evaluation criteria for the upcoming tender.

No evaluation criteria specified
Completeness70/100

Basic information such as title, organization, reference, estimated value, duration, and location are provided. Documents are attached. Nevertheless, crucial elements for a full tender, including the specific procedure type, full eligibility/financial/exclusion criteria, and evaluation criteria, are explicitly missing or not yet defined.

Missing procedure type
Missing liable person
Fairness85/100

The planned market engagement event is a positive step towards promoting fairness and transparency. The estimated value is disclosed, and the use of an e-procurement portal for engagement suggests equal access. Requirements, as presented, appear generic. The primary concern for fairness in the eventual tender is the absence of objective evaluation criteria.

No evaluation criteria specified
Practicality65/100

A direct URL to the opportunity is provided, and the contract start date and duration are clearly specified. Electronic expression of interest for the market engagement is supported. However, the automated check flags 'No e-submission' for the main tender, which, if accurate, would be a significant practical drawback for bidders.

Automated flag 'No e-submission' for main tender
Data Consistency70/100

Dates are logical and consistent, and there are no reported disputes. However, a notable discrepancy exists between the estimated contract value presented in EUR (9,080,152.00) and GBP (£7,566,793.00). Additionally, the 'Type' and 'Procedure' fields being 'None' indicates a lack of fully populated and consistent data.

Discrepancy in estimated contract value (EUR vs GBP)
Missing procedure type
Sustainability60/100

The core purpose of this tender is to provide care and support for vulnerable adults with mental health difficulties, which inherently addresses significant social aspects. However, the documentation does not explicitly mention additional social clauses, green procurement initiatives, or an innovation focus.

No explicit green procurement focus
No explicit innovation focus

Strengths

Clear and detailed service description
Proactive market engagement event planned
Estimated value and contract duration disclosed
Use of e-procurement portal for engagement
Inherently strong social aspect of the service

Concerns

Missing definition of procurement procedure type and liable person
Absence of specified evaluation criteria for the main tender
Discrepancy in estimated contract value (EUR vs GBP)
Lack of explicit green procurement or innovation focus
Potential absence of e-submission for the main tender (as flagged)

Recommendations

1. Clearly define the procurement procedure type and liable person in the full tender documentation.
2. Provide detailed and objective evaluation criteria to ensure fairness and transparency for the upcoming tender.
3. Clarify and reconcile the estimated contract value, ensuring consistency across all presented currencies.
