Good

Tender Quality Score

This tender is generally clear and well-structured in its basic information, but significant deficiencies exist in evaluation criteria, financial requirements, and the absence of e-submission, impacting transparency and fairness.

Score Breakdown

Legal Compliance75/100

The procedure type and CPV code are correctly identified. However, the summary lacks specific mandatory exclusion grounds and detailed evaluation criteria, which are crucial for full compliance and transparency. The 'planning' status might indicate these details are still being finalized.

Missing specific mandatory exclusion grounds in summary
Missing evaluation criteria
Clarity60/100

The overall description of the framework and its structure (15 lots) is clear. However, the AI-extracted requirements are very general, and the explicit absence of evaluation criteria significantly reduces clarity for potential bidders regarding how their proposals will be assessed.

Missing specific evaluation criteria
General rather than specific technical and financial requirements
Completeness65/100

Basic tender information such as title, reference, organization, value, duration, and deadlines are complete. However, the tender summary lacks specific financial requirements for bidders, detailed mandatory exclusion grounds, and, most critically, evaluation criteria, which are essential for a comprehensive tender package.

Missing specific financial requirements for bidders
Missing detailed mandatory exclusion grounds
Fairness55/100

The absence of specified evaluation criteria introduces subjectivity into the assessment process, reducing transparency and fairness. Furthermore, the lack of electronic submission creates potential barriers to equal access for all bidders. Requirements themselves appear generic, which is positive.

Missing specific evaluation criteria
No electronic submission (e-submission)
Practicality60/100

The lack of electronic submission is a significant practical impediment for bidders. While contract duration and start date are clearly specified, the absence of a direct document URL (though documents are listed) and detailed financing information beyond the estimated value slightly reduces overall practicality.

No electronic submission (e-submission)
No direct document URL provided (implied by 'Documents available')
Data Consistency90/100

Key data fields such as title, reference, organization, value, deadlines, CPV, and NUTS code are populated. The estimated value is consistent with the value mentioned in the official PDF. Dates are logical, and no disputes or suspensions are reported.

Sustainability30/100

The tender explicitly lacks any specific green procurement, social, or innovation criteria. While the description mentions benefits to the community, this is not translated into measurable sustainability requirements for bidders.

Not green procurement
No social criteria

Strengths

Clear definition of the framework's purpose and structure (15 lots)
Estimated value, contract duration, and start date are clearly specified
Open procedure type and relevant CPV code are correctly identified
High data consistency across key fields
Value is disclosed and not classified

Concerns

Missing specific evaluation criteria
Absence of electronic submission
Lack of specific financial requirements for bidders
No explicit mandatory exclusion grounds detailed in the summary
Absence of green, social, or innovation procurement criteria

Recommendations

1. Clearly define and publish detailed evaluation criteria to ensure transparency and objectivity.
2. Implement an electronic submission system to enhance accessibility and efficiency for bidders.
3. Provide specific financial requirements and detailed mandatory exclusion grounds.
