Original Tender Description

Bikeability is a UK Government standard, created by the Department for Transport and based upon the National Standard for Cycle Training. The standard was introduced in 2017 following approval by the Cycle Training Standards Board. Bikeability replaced what was traditionally known as ‘cycling proficiency’ training. Any company or organisation wishing to bid for this contract must already be a registered training provider with the Bikeability Trust. Bids from organisations not already registered will not be considered. The scheme is designed primarily to provide children and young people the skills and confidence to ride their bikes on today’s roads. The scheme is funded by the Department for Transport and administered by The Bikeability Trust. This external funding is provided to Local Authorities via a set cost per head for each child that undertakes the course. Bikeability in Medway was previously delivered in-house by Medway Council. When previously operated, the Council only offering Level 1, Level 2, and Bikeability Balance courses, provided to junior and infant schools across Medway. Courses are offered to schools on a target delivery model basis. The service is managed by the Council’s Transport and Parking Service and specifically the Sustainable Transport Team within that service. The team work to promote and develop more sustainable transport options across Medway, and part of this includes the promotion and development of cycling.. Bikeability was previously delivered in-house by a team of seven Instructors trained to the required National Standard. Whoever, due to staff changes, the team now has no current in-house Instructors. Recruitment to replace the staff has not been successful. As a result, no courses are currently being delivered. In order to bring Bikeability course delivery back to schools in Medway, and expand the service where possible, the Council wishes to commission an external provider to deliver Bikeability courses to schools in Medway. This will include the promotion of and management of the service. In commissioning an external Bikeability provider, it is hoped that this provider can utilise their expertise to expand the service, increase the number of courses delivered, and maximise the funding made available by the Department of Transport for courses. The contract for service delivery will be for an initial period of three years, with three one-year extensions to be considered subject to satisfactory service provision. Tender Quality Score

This tender for Bikeability service provision is clear in its service description and basic information but suffers from critical omissions regarding evaluation criteria and detailed requirements, significantly impacting fairness and clarity for potential bidders.

Score Breakdown

Legal Compliance70/100

The procedure type and CPV code are clearly defined, and there are no reported disputes. However, the critical absence of evaluation criteria and the missing reveal date are significant compliance shortcomings. The mandatory pre-qualification is permissible if justified by the service nature.

Missing evaluation criteria
Missing tender reveal date
Clarity55/100

The description of the service and the council's needs is very clear and unambiguous. However, the complete absence of evaluation criteria and the lack of detailed performance conditions make it difficult for bidders to understand how their proposals will be judged or what specific outcomes are expected.

No evaluation criteria specified
Lack of detailed performance conditions
Completeness65/100

Basic information, financial details, and timeline are well-specified. However, the tender is incomplete due to the critical absence of evaluation criteria and the lack of detailed technical specifications beyond the general service description. One of the listed documents also failed to download.

No evaluation criteria specified
Lack of detailed technical specifications
Fairness40/100

The absence of evaluation criteria is a severe fairness issue, as bidders cannot understand the basis of assessment. The mandatory requirement for bidders to be already registered with the Bikeability Trust, while potentially justified for quality, significantly restricts competition. The reported lack of e-submission also impacts equal access.

No evaluation criteria specified (critical for fairness)
Mandatory pre-qualification (Bikeability Trust registration) restricts competition
Practicality60/100

A document URL, contract start date, and clear duration are provided, which are practical elements. However, the reported lack of electronic submission is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders.

No electronic submission reported
Data Consistency85/100

Dates are logical and consistent, and there are no reported disputes or suspensions. Most key fields are populated, though minor details like the 'Liable Person' and 'Type Code' are missing, along with the reveal date.

Missing 'Liable Person'
Missing 'Type Code'
Sustainability30/100

The tender does not explicitly incorporate green procurement, social criteria (beyond the inherent social benefit of the service itself), or innovation focus in its requirements or evaluation. It is not EU funded.

No explicit green procurement criteria
No explicit social criteria (beyond core service)

Strengths

Well-defined contract duration and start date
Transparent estimated value disclosed
Appropriate CPV code assigned

Concerns

Critical absence of evaluation criteria
Mandatory pre-qualification significantly restricts competition
Reported lack of electronic submission

No explicit sustainability or innovation focus

Recommendations

1. Immediately publish comprehensive and objective evaluation criteria to ensure fairness and transparency.
2. Clarify the e-submission process, or implement electronic submission to enhance accessibility and efficiency.
3. Consider how to broaden competition while maintaining quality standards for Bikeability training, potentially by allowing new providers to register within the tender period.
