Tender Quality Score

This tender provides a clear description of the required service but suffers from significant deficiencies in completeness and fairness due to the critical absence of full tender documents and explicit evaluation criteria. The lack of e-submission and a currency inconsistency also detract from its overall quality.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes appropriately, and there are no reported disputes. Basic mandatory disclosures like title, organization, and value are met. However, the absence of the full tender documents makes a comprehensive assessment of all legal compliance aspects challenging.

Full tender documents are not provided for review, limiting complete legal compliance assessment.
Clarity60/100

The description of the service and the technical requirements are clear and unambiguous. However, the tender explicitly lacks specified evaluation criteria, which is a major clarity issue for potential bidders. Furthermore, detailed submission requirements are referenced externally without providing the source document.

No evaluation criteria are specified, making it unclear how bids will be assessed.
Detailed submission requirements are referenced in 'section 7' of an unavailable document.
Completeness55/100

While basic information such as title, reference, organization, value, duration, and location are provided, the critical absence of the actual tender documents (4 total, 0 with content) renders the tender significantly incomplete. Key elements like full requirements and evaluation criteria are either missing or inaccessible.

All four tender documents are listed but none have content/summaries, making them inaccessible.
Evaluation criteria are not defined within the provided information.
Fairness40/100

The lack of full document access and the absence of specified evaluation criteria are severe fairness concerns, preventing bidders from preparing informed and competitive proposals. The noted absence of e-submission also raises questions about equal access and ease of participation.

Full tender documents are not accessible, hindering fair competition.
Absence of evaluation criteria compromises transparency and objectivity.
Practicality60/100

The tender specifies key practical details like contract start date and duration. However, the lack of electronic submission support is a significant practical drawback in modern procurement. The absence of direct access to tender documents also poses a practical challenge for interested parties.

No electronic submission (e-submission) is supported.
Direct access to tender documents is not provided.
Data Consistency70/100

Most key fields are populated, and dates are logical and consistent. There are no reported disputes or suspensions. However, the estimated value is stated as EUR 2.6 million in the financial section but £2.6 million in the description, indicating a currency inconsistency. Also, codes for 'Type' and 'Procedure' are missing.

Inconsistency in the currency for the estimated value (£ vs EUR).
Missing codes for 'Type' and 'Procedure' fields.
Sustainability30/100

The tender does not explicitly include criteria for green procurement, social aspects beyond the core service, or innovation. While the service itself has inherent social value, the tender misses opportunities to drive broader sustainability objectives through its procurement process.

No explicit green procurement criteria.
No specific social criteria beyond the direct service provision.

Strengths

Clear description of the service and technical requirements.
Key financial and timeline details (value, duration, start date) are specified.
Requirements for eligibility and technical capability are well-defined in the description.
No indication of requirements being tailored to a specific company.
Basic legal compliance elements (procedure type, CPV) are present.

Concerns

Critical absence of full tender documents, making them inaccessible to bidders.
Missing explicit evaluation criteria, compromising transparency and fairness.
Lack of electronic submission support, hindering accessibility and efficiency.
Inconsistency in the currency used for the estimated value.
Absence of explicit sustainability, social, or innovation criteria.

Recommendations

1. Ensure all tender documents, especially the full Invitation to Tender (ITT) and its appendices, are made available and accessible to all potential bidders.
2. Clearly define and publish the evaluation criteria and their weighting to ensure transparency and fairness in the assessment process.
3. Implement an electronic submission system to enhance accessibility, efficiency, and fairness for all participants.
