Tender Quality Score

This tender presents a clear description of the required services and technical capabilities but suffers from significant omissions regarding evaluation criteria and financial transparency, impacting overall fairness and completeness.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes appropriately, and there are no reported disputes. However, the estimated value is classified, which can be a transparency concern, and the summaries lack specific details on mandatory exclusion grounds and eligibility requirements, though these might be in the full documents.

Estimated value is classified and not disclosed
No specific mandatory exclusion grounds detailed in summaries
Clarity65/100

The description of works and technical capability requirements are clear and unambiguous. However, the critical absence of specified evaluation criteria significantly reduces the overall clarity for bidders on how their proposals will be assessed.

No evaluation criteria specified
Completeness60/100

Basic information, deadlines, and contract duration are provided. However, the tender is incomplete due to the classified estimated value, the lack of specified evaluation criteria, and the absence of detailed financial requirements in the provided summaries.

Estimated value is not disclosed
No evaluation criteria specified
Fairness55/100

The tender supports e-procurement and the technical requirements appear generic, which are positive for fairness. Nevertheless, the classified estimated value and, most critically, the complete absence of evaluation criteria severely undermine transparency and equal opportunity for bidders.

Estimated value is classified and not disclosed
No evaluation criteria specified
Practicality65/100

Electronic submission is indicated via 'E-Procurement' and the contract duration is clearly specified. However, the lack of a known contract start date, specific document URL (though implied), and the classified value reduce the practicality for potential bidders.

Contract start date is not known
Financing information (estimated value) is not available
Data Consistency85/100

The tender generally shows good data consistency with key fields populated and no reported disputes or suspensions. Minor inconsistencies include unpopulated fields like 'Liable Person' and 'Type/Procedure Code', and the undisclosed estimated value.

Some key fields (e.g., Liable Person, Type/Procedure Code) are not populated
Estimated value is not disclosed
Sustainability50/100

The tender includes a positive social aspect by requiring bidders to detail proposed community benefits. However, there is no explicit focus on green procurement or innovation, limiting its overall sustainability score.

No explicit green procurement focus
No explicit innovation focus

Strengths

Clear description of required services and technical capabilities
Use of Open procedure and E-Procurement
Inclusion of community benefits requirement
Clear contract duration specified
CPV code properly assigned

Concerns

Estimated contract value is not disclosed and classified
No evaluation criteria are specified, severely impacting clarity and fairness
Lack of detailed mandatory exclusion, eligibility, and financial requirements in summaries
Missing contract start date
Contradiction between 'E-Procurement' characteristic and 'No e-submission' automated check

Recommendations

1. Disclose the estimated contract value to enhance transparency and attract a wider range of suitable bidders.
2. Clearly define and publish all evaluation criteria to ensure fairness and allow bidders to prepare competitive proposals.
3. Provide comprehensive details for mandatory exclusion grounds, eligibility, and financial requirements within the tender documentation.
