Tender Quality Score

This tender outlines a significant Flexible Purchasing System for housing-related support but suffers from a critical lack of detailed documentation and specific evaluation criteria, making a comprehensive assessment challenging for potential bidders.

Score Breakdown

Legal Compliance100/100

The tender appears to follow an Open procedure for a Flexible Purchasing System, which is a recognized procurement approach. However, the absence of detailed legal terms and conditions in the provided information prevents a thorough assessment of compliance with specific procurement regulations.

No specific mandatory exclusion grounds are detailed in the provided information, which are typically found in full tender documents.
Absence of specific legal terms and conditions for the contract.
Clarity40/100

The general description of services and the Council's aim is clear. However, the 'extracted requirements' are very broad and lack the specificity needed for potential bidders to understand exactly what is expected in terms of service delivery, performance metrics, or technical solutions. This ambiguity creates significant uncertainty.

Vague technical capability requirements, lacking measurable criteria or specific deliverables.
No specific submission forms or document formats are detailed, leading to uncertainty for bidders.
Completeness83/100

This is the most significant weakness. The tender information provided is severely incomplete, lacking any actual tender documents, detailed specifications, terms and conditions, or evaluation criteria. Bidders cannot prepare a meaningful or competitive submission based solely on the high-level extracted requirements.

No documents attached or document content available, which is critical for a tender of this scale.
Missing explicit evaluation criteria, making it impossible for bidders to tailor their proposals effectively.
Fairness80/100

The critical lack of detailed requirements and explicit evaluation criteria creates a significant risk to fairness and equal treatment. Without clear guidelines, the procurement process could be perceived as subjective, potentially disadvantaging bidders who lack prior insight into the Council's specific unstated expectations. The generic nature of requirements does not inherently suggest tailoring, but the *absence* of detail makes it impossible to confirm fairness.

Missing explicit evaluation criteria introduces subjectivity into the assessment process.
Vague requirements could lead to inconsistent interpretation and assessment of bids.
Practicality40/100

The concept of a Flexible Purchasing System for housing support is practical for ongoing needs. However, the current level of detail makes it highly impractical for bidders to formulate competitive and compliant proposals. The absence of submission forms or clear guidance on how to demonstrate capabilities makes the submission process unclear and burdensome.

Impractical for bidders to prepare detailed and competitive bids without comprehensive documentation.
Unclear submission process due to the lack of specific forms, formats, or guidance on demonstrating capabilities.
Data Consistency100/100

The provided basic information (title, reference, organization, value, duration, CPV code) is internally consistent. The description aligns with the service type and overall objective.

Sustainability0/100

The tender description focuses on crucial social outcomes (supporting vulnerable people, preventing homelessness). However, there are no explicit social, environmental, or innovation sustainability criteria mentioned in the extracted requirements or automated checks, which is a missed opportunity for a contract of this nature and value.

No explicit green procurement criteria.
No explicit social criteria beyond the core service objective.

Strengths

Clear overall objective to alleviate and prevent homelessness and support independent living.
Significant estimated value (€214.46M) and contract duration (60 months) indicate a long-term strategic commitment.
Utilizes a Flexible Purchasing System, allowing for dynamic market engagement and adaptation to evolving needs.
Open procedure promotes broad participation from potential service providers.

Concerns

Critical absence of actual tender documents, detailed specifications, and terms and conditions.
Missing explicit evaluation criteria, leading to potential subjectivity and lack of transparency.
Vague technical and financial requirements, hindering comprehensive and comparable bid preparation.
Lack of specific submission forms, document formats, or clear guidance on how to demonstrate capabilities.
No explicit mention of broader social, environmental, or innovation criteria beyond the core service.

Recommendations

1. Immediately publish comprehensive tender documents, including detailed specifications, full terms and conditions, and explicit evaluation criteria with weighting.
2. Provide clear guidance on submission requirements, including mandatory forms, templates, and specific evidence required to demonstrate capabilities and financial stability.
3. Integrate explicit social, environmental, and innovation criteria to align with modern procurement best practices and maximize public value.
