Tender Quality Score

This tender provides clear project details and supports electronic submission, but significantly lacks transparent evaluation criteria and detailed non-technical requirements, which impacts legal compliance, clarity, completeness, and fairness.

Score Breakdown

Legal Compliance60/100

The tender defines the procedure type and CPV codes correctly, and there are no disputes. However, the critical absence of specified evaluation criteria is a significant legal compliance issue, as is the missing reveal date. The 29-day submission period for a below-threshold tender is generally reasonable.

Absence of specified evaluation criteria
Missing tender reveal date
Clarity55/100

The project description and technical capability requirements are clear and understandable. However, the lack of specified evaluation criteria and the absence of detailed content for mandatory exclusion, eligibility, and financial requirements severely reduce the overall clarity of the tender for potential bidders.

Absence of specified evaluation criteria
Lack of detailed content for mandatory exclusion, eligibility, and financial requirements
Completeness50/100

Basic information, deadlines, value, and duration are provided, and documents are attached. However, the tender is incomplete due to the critical absence of evaluation criteria and the lack of detailed content for key requirement categories such as mandatory exclusion grounds, eligibility, and financial requirements.

Absence of specified evaluation criteria
Lack of detailed content for mandatory exclusion, eligibility, and financial requirements
Fairness45/100

While electronic submission is supported and requirements do not appear tailored, the complete absence of transparent and objective evaluation criteria is a major fairness concern. Bidders cannot adequately prepare competitive proposals without understanding how they will be assessed.

Absence of specified evaluation criteria
Practicality80/100

Electronic submission is supported via the CSW-JETS portal, and the contract start date and duration are clearly specified. The estimated value is provided. The absence of an explicit document URL is a minor practical inconvenience.

Document URL not explicitly provided
Data Consistency70/100

Most key fields are populated, and dates are logical. However, there is a notable inconsistency in the estimated value, which is stated as 62,400.00 EUR in the basic information but £52,000 (excluding VAT) in the Tender Notice and Official PDF, representing a significant currency discrepancy.

Inconsistency in estimated value currency (EUR vs. GBP)
Sustainability20/100

The tender does not include any explicit mention of green procurement, social aspects, or innovation focus. This is common for smaller, below-threshold procurements but results in a low score for this specific criterion.

No mention of green procurement
No social aspects included

Strengths

Clear project description and technical requirements
Electronic submission via a dedicated portal (CSW-JETS)
Value, duration, and contract start date are clearly specified
CPV code is appropriately assigned
No disputes or suspensions

Concerns

Absence of specified evaluation criteria
Lack of detailed content for mandatory exclusion, eligibility, and financial requirements
Inconsistency in the estimated value currency (EUR vs. GBP)
Missing explicit document URL for direct access
No mention of sustainability, social, or innovation aspects

Recommendations

1. Immediately publish comprehensive evaluation criteria to ensure transparency and fairness for all bidders.
2. Provide full details for all requirement categories (exclusion, eligibility, financial) within the tender documents.
3. Clarify and standardize the estimated value currency across all tender documents to avoid confusion.
