Original Tender Description

The River Severn Partnership Advanced Wireless Innovation Region (RSPAWIR) aims to encourage the adoption of advanced wireless technologies by businesses and organisations across the River Severn catchment. Monitoring the ground water levels remotely and in real-time would enable farmers to manage the peatland more effectively and, in doing so, enhance the efficiency of lowland peat to reduce carbon emissions. The RSPAWIR have identified 10 peatland fields in north Shropshire and have agreed in principle with the landowners to install ground water monitoring equipment on their land.

Tender Quality Score

This tender presents a clear project with strong sustainability goals and practical e-submission, but critically lacks evaluation criteria, significantly impacting clarity, completeness, and fairness.

Score Breakdown

Legal Compliance75/100

The tender defines its procedure type and CPV code appropriately. While the reveal date is missing and there's a minor inconsistency regarding the 'Value Classified' flag, these are not major legal non-compliance issues for a below-threshold tender. Deadlines are reasonable.

Missing tender reveal date
Inconsistency: 'Value Classified: Yes' despite value being disclosed
Clarity55/100

The project description and AI-extracted requirements are clear and understandable. However, the critical absence of specified evaluation criteria significantly diminishes the overall clarity for potential bidders on how their proposals will be assessed.

Missing evaluation criteria
Completeness60/100

Most essential information, including basic details, deadlines, value, duration, and location, is provided. The tender documents are also listed. Nevertheless, the fundamental omission of evaluation criteria renders the tender significantly incomplete.

Missing evaluation criteria
Fairness45/100

The tender promotes fairness through disclosed value, reasonable deadlines, e-procurement, and generic requirements encouraging SMEs. However, the complete lack of evaluation criteria severely compromises objectivity and transparency, making it difficult for bidders to compete on an equal footing.

Missing evaluation criteria
Practicality85/100

The tender scores highly on practicality, supporting electronic submission via a dedicated portal and providing clear URLs. Key dates like contract start and duration are specified, enhancing operational planning for bidders.

Data Consistency70/100

Key fields are mostly populated, and dates are logical. However, the 'Liable Person' field is empty, and there's a minor inconsistency between 'Value Classified: Yes' and the disclosed estimated value, indicating slight data quality issues.

Liable Person field is empty
Inconsistency: 'Value Classified: Yes' vs. disclosed value
Sustainability90/100

This tender demonstrates a strong commitment to sustainability, explicitly aiming to reduce carbon emissions through peatland management (environmental). It encourages SME participation (social) and is part of an 'Advanced Wireless Innovation Region' (innovation).

Strengths

Clear project description and objectives with strong environmental focus
Encouragement for Small and Medium-sized Enterprises (SMEs) participation
Electronic submission supported via a dedicated e-sourcing portal
All key timelines and financial estimates are provided
Strong innovation focus as part of an 'Advanced Wireless Innovation Region'

Concerns

Critical absence of evaluation criteria, impacting clarity, completeness, and fairness
Missing tender reveal date, reducing transparency
Inconsistency regarding 'Value Classified' status versus disclosed value
The 'Liable Person' field is not specified

Recommendations

1. Immediately publish detailed evaluation criteria to ensure transparency and fairness for all bidders.
2. Ensure all mandatory fields, such as 'Liable Person' and the tender's reveal date, are consistently populated.
3. Clarify the 'Value Classified' status if the estimated value is indeed publicly disclosed.
