Original Tender Description

e-ITT for the provision of Lymington Health and Leisure Roof Refurbishment. Closing Date for Submission of Tenders: 17.00, 27th February 2026. To be returned electronically via the Council's e-tendering solution "Pro-Contract" hosted on the South East Business Portal (SEBP). The existing roof coverings at Lymington Health and Leisure are degrading due to age and lack of maintenance. This is allowing water to ingress into the building during adverse weather conditions. Work is required to ensure the building is maintained to a suitable standard, to provide appropriate protection from the elements and to prolong the lifespan of the buildings. New Forest District Council (NFDC) is planning to carry out refurbishment to roof areas at Lymington Health & Leisure Centre. The works required are: To provide any necessary access to the roof areas. To provide fencing around scaffolding and all work areas. All correspondence is via the Councils e-tendering portal ProContract hosted on the South East Business Portal (SEBP).

Tender Quality Score

This tender presents significant data consistency issues regarding the submission deadline and lacks crucial evaluation criteria, severely impacting fairness and clarity. While basic information is present and e-submission is supported, restrictive eligibility criteria further limit competition.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and assigns a CPV code, and no disputes are noted. However, the absence of a clear reveal date is a minor transparency concern. The UK SME/VCSE requirement, while potentially aligned with national policy, could be seen as limiting broader market access.

Missing tender reveal date
Clarity60/100

The project description and AI-extracted requirements are clear and understandable. However, the complete absence of specified evaluation criteria is a major deficiency, making it difficult for bidders to understand how their proposals will be assessed.

Missing evaluation criteria
Completeness65/100

Basic information, estimated value, and contract duration are provided, and relevant documents are attached. Nevertheless, the tender is incomplete due to the critical omission of evaluation criteria and the conflicting submission deadlines.

Missing evaluation criteria
Conflicting submission deadlines
Fairness40/100

Fairness is significantly compromised by the absence of objective and transparent evaluation criteria. Furthermore, the mandatory eligibility requirements for UK SMEs and VCSEs, while potentially supporting local policy, restrict competition and could be perceived as tailoring the tender to a specific type of bidder.

Missing evaluation criteria
Restrictive eligibility criteria (UK SME/VCSE)
Practicality70/100

The tender supports electronic submission via a specified portal and provides a clear contract start date and duration. While documents are listed, direct URLs for easy access are not explicitly provided in the summary, which is a minor inconvenience.

No direct document URLs provided
Data Consistency30/100

This category presents a critical flaw: the submission deadline stated in the 'Timeline' (2026-03-27) directly contradicts the date repeatedly mentioned in the 'Description' and 'Additional Info' (2026-02-27). This severe inconsistency can lead to confusion, missed deadlines, and potential legal challenges.

Critical inconsistency in submission deadline (Timeline vs. Description)
Sustainability50/100

The tender includes a social aspect by targeting UK SMEs and VCSEs, which supports local and social enterprises. However, it lacks explicit mention of green procurement, innovation focus, or broader social criteria, indicating limited integration of sustainability principles.

No explicit green procurement criteria
No innovation focus

Strengths

Clear project description and scope of works
Electronic submission supported via dedicated portal
Estimated value and contract duration clearly stated
CPV code and NUTS code provided
Documents are available for review

Concerns

Critical inconsistency in submission deadline dates
Complete absence of evaluation criteria
Restrictive eligibility criteria (UK SME/VCSE) limiting competition
Missing tender reveal date
Limited focus on broader sustainability aspects

Recommendations

1. Immediately rectify the conflicting submission deadlines to avoid bidder confusion and legal issues.
2. Clearly define and publish comprehensive evaluation criteria to ensure transparency and fairness.
3. Review eligibility criteria to ensure they are proportionate and do not unduly restrict competition, unless legally justified for below-threshold tenders.
