Tender Quality Score

This preliminary market engagement is clearly articulated and aims to gather valuable industry insights for a future M&E technical delivery partner tender. While its purpose is well-defined, the completeness of the provided documentation is hampered by inaccessible files.

Score Breakdown

Legal Compliance85/100

As a preliminary market engagement, the tender appropriately lacks formal procedure types and detailed legal requirements, aligning with its information-gathering purpose. CPV codes are relevant, and there are no disputes, indicating compliance with pre-procurement principles.

Type and Procedure fields are marked as 'None', which, while accurate for a planning stage, indicates a lack of formal classification.
Clarity95/100

The purpose of this engagement is exceptionally clear, unambiguously stating its intent to gather insights for a future formal tender. The distinction from a formal tender is well-communicated, and requirements for this preliminary stage are clearly defined.

Completeness60/100

Basic information, estimated value, contract duration, and start date for the future tender are provided. However, two out of four listed documents failed to download, significantly impacting the completeness of the provided data. The 'Liable Person' field is also empty.

'Liable Person' field is empty.
Fairness90/100

This market sounding exercise promotes fairness by seeking broad industry input to shape a future tender. Requirements for participation are generic, the estimated value is disclosed, and expression of interest is facilitated via an e-portal, showing no signs of tailoring.

Practicality65/100

Electronic submission via the ProContract Portal is supported, and key dates and financial information are available. However, the failure to download two documents presents a practical hindrance for potential suppliers seeking full information, and no explicit document URL is provided.

Data Consistency85/100

Dates are logical and consistent, and there are no disputes or suspensions. Most key fields are populated. The 'Liable Person' field is empty, and 'Type' and 'Procedure' are 'None', which are minor data gaps but consistent with the 'planning' status.

'Liable Person' field is empty.
Sustainability40/100

There are no explicit green procurement or social criteria mentioned. While 'innovative providers' and 'industrial best practices' are referenced, this does not constitute a strong, defined focus on sustainability or innovation as a core procurement objective at this preliminary stage.

No explicit green procurement criteria.
No explicit social criteria.

Strengths
