Original Tender Description

Wigan Council is seeking a long-term partner for Electric Vehicle Charging Infrastructure (EVCI) in council-owned car parks. The contract will cover supply, installation, operation, maintenance, and customer service for an end-to-end solution. The aim is to increase public charging points, with a proposal for 100 active and passive provision for over 100 points. The contract is a 13-year concession with a 2-year extension option. A mix of charging speeds will be offered, with options for rapid and ultra-rapid charging. This pre-market engagement seeks to gauge interest and gather feedback before a formal tender. An online meeting will be held on Tuesday 24th February 2026, followed by a questionnaire. Wigan Council may also hold additional meetings or issue requests for information. This process is for engagement only and does not commit the council to any procurement. Responders will not be prejudiced by non-response, nor is a response a guarantee of future invitation.

Tender Quality Score

This is a well-structured and transparent pre-market engagement process, clearly outlining the scope and purpose of the future EVCI concession. While not a formal tender, it effectively seeks market feedback to inform a significant public infrastructure project.

Score Breakdown

Legal Compliance75/100

The process is compliant for a pre-market engagement, clearly stating its purpose and limitations. Deadlines for engagement activities are reasonable, and the CPV code is relevant. The 'Type' and 'Procedure' fields being 'None' is accurate for a PME, though a more explicit 'Market Consultation' type could enhance formality.

Clarity85/100

The purpose, scope, and process of the pre-market engagement are exceptionally clear and unambiguous. Requirements for participation and the future contract's scope are well-documented and understandable. The absence of formal tender evaluation criteria is appropriate for a PME.

Completeness80/100

All essential information for a pre-market engagement is provided, including title, organization, reference, estimated value, contract duration, and location. Requirements for PME participation are defined. One document failed to download, which is a minor completeness issue for the documentation itself.

One document failed to download.
Fairness90/100

The process is highly fair and transparent, explicitly stating that non-participation will not prejudice potential bidders. The value is disclosed, and requirements are generic, not tailored to a specific company. The online nature of the meeting and questionnaire promotes equal access.

Practicality75/100

The engagement process is practical, supporting electronic interaction through an online meeting and subsequent questionnaire. Key dates and contract duration are clearly specified. While not a formal e-procurement platform, the method of engagement is efficient.

Specific document URLs for all listed documents are not explicitly provided.
Data Consistency90/100

Data is largely consistent and logical. Dates are correct and sequential. There are no disputes or suspensions. The 'Liable Person' field is empty, which is a minor administrative gap.

The 'Liable Person' field is empty.
Sustainability50/100

The project's subject matter (EVCI) inherently supports green initiatives. However, the pre-market engagement documentation does not explicitly detail specific green procurement criteria or social aspects to be integrated into the future tender process, beyond the core project's nature.

Lack of explicit sustainability or social criteria for the procurement process itself.

Strengths

Clear purpose and scope for pre-market engagement.
Detailed description of the future concession contract.
Transparent process for market feedback (online meeting, questionnaire).
Explicitly states non-prejudice for non-participation.
Good data consistency and key information provided.

Concerns

One document failed to download, impacting full document access.
Lack of explicit mention of sustainability or social criteria for the procurement process itself.
The 'Liable Person' field is empty.

Recommendations

1. Ensure all future tender documents are fully accessible and downloadable.
2. Consider explicitly incorporating sustainability and social value criteria into the future tender documentation.
3. Populate all administrative fields, such as 'Liable Person', for future notices.
