Tender Quality Score

This tender is in a very early 'planning' stage, exhibiting significant deficiencies in documentation and critical information, which severely impacts its quality as a procurement opportunity.

Score Breakdown

Legal Compliance55/100

The tender lacks a clearly defined procedure type and explicitly states the absence of mandatory exclusion grounds, which are fundamental legal requirements. While the CPV code is appropriate and deadlines are reasonable, the overall legal framework is incomplete, and the provided 'documents' are misleading (PME notice, unrelated award notice).

Procedure type not defined
No mandatory exclusion grounds explicitly mentioned
Clarity60/100

The service description and technical requirements are clear. However, the explicit absence of eligibility, financial, and submission requirements, along with the critical lack of specified evaluation criteria, makes the tender highly unclear for potential bidders.

No evaluation criteria specified
No specific eligibility requirements mentioned
Completeness45/100

While basic information like title, reference, organization, value, and duration are present, the tender is critically incomplete due to the absence of actual tender documents and the explicit lack of eligibility, financial, submission requirements, and evaluation criteria.

Actual tender documents are missing (only PME and unrelated award notice provided)
Missing eligibility, financial, and submission requirements
Fairness40/100

Fairness is severely compromised by the lack of access to actual tender documents and the complete absence of evaluation criteria, making it impossible for bidders to understand how their proposals will be judged. The lack of e-submission further limits equal access.

No access to actual tender documents
No evaluation criteria specified
Practicality50/100

The tender's practicality is low due to the absence of an electronic submission option and no explicit document URL. While the contract start date and duration are known, the process appears outdated and cumbersome.

No electronic submission supported
No document URL provided
Data Consistency50/100

While dates are logical and many fields are populated, the 'None' status for procedure type and the explicit mention of missing key requirements (eligibility, financial, exclusion) indicate significant data gaps. The inclusion of an unrelated contract award notice as a 'tender document' is a major inconsistency.

Procedure type is 'None'
Explicitly missing key requirements (eligibility, financial, exclusion)
Sustainability20/100

The tender does not include any explicit green procurement, social aspects, or innovation focus, resulting in a very low sustainability score.

Not green procurement
No social criteria

Strengths

Clear service description and technical requirements
Basic tender metadata (title, reference, organization, value, duration, CPV, NUTS) is present
Contract duration and start date are specified
Estimated value is disclosed

Concerns

Missing actual tender documents and critical requirements (eligibility, financial, evaluation criteria)
Absence of defined procedure type and mandatory exclusion grounds
No electronic submission option
Lack of sustainability, social, or innovation considerations

Recommendations

1. Publish the full, official tender documents, including detailed specifications, terms, and conditions.
2. Clearly define the procurement procedure type and all mandatory legal requirements (e.g., exclusion grounds, eligibility criteria).
3. Develop and clearly state objective and transparent evaluation criteria and implement an e-submission platform.
