Original Tender Description

Lewisham is seeking a Consultant to conduct condition surveys of a number of schools in the Borough and to also provide professional services in the form of a surveyor-led multi-disciplinary team to design and provide project management for the School Minor Works Programme 2027 to 2030. The contract will be between the successful Tenderer and the Council for a period of 4 years, with a 12-month break clause, which means the contract can be terminated by the Employer on or around each anniversary of the date of the Agreement, and an option to extend by one year, both at the sole discretion of the Council. The service requires: Detailed inspection and condition surveys of all school buildings (including caretakers' houses), boundaries and other outside areas which comprise the capital elements of the landlord's responsibility; Collection and recording of detailed condition and lifecycle costing information; The preparation of written reports for the Council, including: Individual reports on each school; A Capital Programme report providing an indicative annual programme of works to be undertaken by the London Borough of Lewisham over the next four (4) years. These works will have an estimated budget of £3 million. The programme of works should cover priority capital repairs and replacement works to be carried out over the following four years: 2027, 2028, 2029 and 2030.

Tender Quality Score

This tender for condition surveys and professional services for Lewisham schools presents a clear scope of work but suffers from significant incompleteness due to the absence of full tender documents and evaluation criteria, hindering a comprehensive assessment of fairness and legal compliance.

Score Breakdown

Legal Compliance100/100

Based solely on the provided summary, the tender lacks explicit mention of mandatory exclusion grounds and detailed financial requirements, which are standard components of legally compliant procurement processes. The absence of full tender documents makes a definitive assessment of legal compliance impossible.

No mandatory exclusion grounds explicitly mentioned in the provided information.
Absence of full tender documents (ITT, specifications, terms and conditions).
Clarity40/100

The description of services, contract duration, and reporting requirements are generally clear. However, there is an inconsistency regarding the exact contract duration (4 years vs. 55 months vs. 1-year extension option) that requires clarification.

Inconsistency in stated contract duration (4 years, 55 months, 1-year extension option).
Completeness83/100

The tender information is critically incomplete due to the complete absence of attached documents and content, including essential evaluation criteria. This severely limits the ability of potential bidders to prepare comprehensive proposals and for analysts to fully assess the tender's quality.

No documents attached or document content available.
Missing evaluation criteria.
Fairness60/100

The lack of evaluation criteria makes it impossible to assess the fairness of the selection process. While the technical requirements appear reasonable, the specific mention of a 'surveyor-led multi-disciplinary team' could potentially limit competition if other valid team structures exist in the market, though it is a common model for these services.

Missing evaluation criteria, preventing assessment of selection fairness.
Requirement for a 'surveyor-led multi-disciplinary team' could be seen as slightly restrictive.
Practicality40/100

The scope of work, including condition surveys, design, and project management for a significant works programme, is practical and well-defined for the stated contract duration and estimated value. The requirement for a multi-disciplinary team is also practical for the services required.

Data Consistency100/100

A significant inconsistency exists between the stated 'Contract Duration: 55 months' and the description of 'a period of 4 years, with a 12 month break clause, and an option to extend by one year'. This needs immediate clarification.

Inconsistency in contract duration (55 months vs. 4 years + 1-year option).
Sustainability0/100

The tender summary indicates a complete absence of green procurement, social criteria, or innovation focus, which is a missed opportunity to integrate broader public value objectives into the procurement process.

No green procurement criteria.
No social criteria.

Strengths

Clear description of the required services and scope of work.
Transparently stated estimated value and contract duration (despite inconsistency).
Well-defined technical capabilities required for service delivery.
Inclusion of a break clause offers flexibility for the contracting authority.

Concerns

Critical absence of full tender documents and evaluation criteria.
Inconsistency and lack of clarity regarding the precise contract duration.
Missing explicit mandatory exclusion grounds and financial requirements in the summary.
Absence of green, social, and innovation criteria.

Recommendations

1. Immediately publish all comprehensive tender documents, including detailed specifications, terms and conditions, and explicit evaluation criteria.
2. Clarify and ensure consistency in the stated contract duration, including base period and extension options.
3. Integrate standard mandatory and discretionary exclusion grounds, and clearly define financial capability requirements.
