--– Submit signed bid form, ECM certificate copy, legal/tax declarations, Russian-involvement declaration, joint-bid authorisation (if applicable).
--– Attach evidence of past comparable contracts (references, completion certificates).
--– Include completed Excel price sheet for optional items and overall price schedule showing cost per wagon and total.
MANDATORY QUALIFICATIONS4
--– Hold a valid ECM (Entity in Charge of Maintenance) certificate for freight-wagon maintenance issued under EU Directive 2016/798 and be able to upload a copy with the bid.
--– Prove proven rail-wagon depot-overhaul capacity by supplying evidence of at least one comparable contract for open-hopper wagons within the last 3 years.
--– Demonstrate ability to comply with Russian/Baltic repair standard РД 32 ЦВ 169-2017 (or certified equivalent).
COMPLIANCE REQUIREMENTS4
--– Confirm clean legal/tax status: no criminal convictions, tax debts, sanctions or exclusions—give formal declaration.
--– Declare that no Russian-connected person/entity will receive >10 % of the contract value—provide sworn statement.
--– If bidding as a joint venture/consortium, submit signed joint-bid authorisation designating lead partner.
TECHNICAL REQUIREMENTS6
--– Execute depot-level overhaul on 56 type 12-132 open hopper wagons, of which 36 include life-extension works.
--– Repaint 26 wagons (inside and out) to Enefit spec; colour and logo details in tech file.
--– Collect all 56 wagons from Vaivara station, perform works, and redeliver them to the same point at contractor’s cost.
FINANCIAL REQUIREMENTS4
--– Price the whole package as a single lot; transport to/from Vaivara must be included in the all-inclusive “per-wagon” price.
--– Fill in and attach the mandatory Excel price sheet (unit prices for 15 optional spare parts/extra services) which counts 30 % of total score.
--– Ensure total bid price is ≤ €454 000 (estimated value) to remain competitive for the 70 % price-scoring component.
