Lancashire County Council etablerer et Pseudo Dynamisk Indkøbssystem (PDPS), "Living Well at Home PDPS", for at muliggøre køb af forskellige ydelser til voksne. Ansøgere opfordres til at ansøge om alle eller en hvilken som helst af partierne, der er ingen begrænsninger på antallet af partier, som ansøgere ansøger om, dog skal ansøgeren sikre, at de opfylder de relevante kerne- og partispecifikationer for det parti, de vælger at ansøge om. Derudover skal ansøgeren sikre, at de har de nødvendige ressourcer til at udføre arbejdet i deres valgte parti (er).
