Original udbudsbeskrivelse

NHS North East London (NEL) ICB (hereafter referred to as "the Authority") is seeking to procure the NEL Primary Care Clinical Information and Facilitation Service ("the Services") via an Open Procedure in accordance with the Procurement Act 2023 ("the Act" / "the Regulations"). The Procurement is being managed by NHS London Commercial Hub (NHS LCH) hosted by NHS North East London, on behalf of the Authority. The contract will start on the 1st of July 2026 and run for a period of 3 years until the 30th of June 2029. The Contract may be extended for an additional period of up to 2 years until the 30th of June 2031, at the sole discretion of the Authority. The indicative annual value of the proposed contract is £850,000, making the indicative total value of the proposed contract £2,550,000 + £1,700,000 (5-year Total = £4,250,000) exclusive of VAT. The core purpose of the service is to improve and standardise the quality of clinical data and coding in GP practices, through the provision of expert advice and clinically informed support in relation to practice systems and data. The service will help foster a learning health system for quality improvement, improving the prevention, detection and management of disease and to help reduce health inequalities. The service will provide timely and standardised data searches and reports to facilitate both contractual compliance and quality, enabling early identification of risk and under-performance. Advice and support will be provided mainly to GP practices, PCNs and neighbourhoods (once established). The service will be aligned to nationally and locally commissioned services, allowing for appropriate variation between practices, PCNs and Places, and will be standardized to ensure equity across NEL. Additional advice and support will be provided to commissioning teams, to ensure understanding of practice clinical data, systems and coding - and to ensure (as much as possible) consistency, between practices and NEL, of the data usage. The provider will also extract, format and present data to service users for multiple purposes, including (but not limited to) payment claims, data validation, call/recall, tracking, service planning, and analysis. All further information including the ITT Guidance Document and Service Specification can be found on the Atamis (Health Family) portal linked below. Registration is free and open to any interested individuals / organisations.

Udbudskvalitetsscore

This tender is generally well-described and transparent regarding its purpose, value, and duration. However, the critical absence of evaluation criteria and the reliance on an external portal for core tender documents are significant drawbacks.

Scoreopdeling

Overholdelse af lovgivning75/100

The tender explicitly states compliance with the Procurement Act 2023, and the procedure type and CPV code are clearly defined and appropriate. No disputes or suspensions are noted. The main missing piece is the tender's reveal date, which prevents a full assessment of the initial advertising period, though the period from today's date to submission is reasonable.

Missing reveal date
Klarhed80/100

The service description and AI-extracted requirements are very clear, unambiguous, and well-documented. However, the critical absence of evaluation criteria in the provided information is a major drawback, preventing bidders from fully understanding how their proposals will be judged.

No evaluation criteria specified
Fuldstændighed70/100

Basic information such as title, reference, organization, deadlines, value, and duration are all specified. However, the crucial 'ITT Guidance Document and Service Specification' are only linked externally and not provided directly, and evaluation criteria are not defined in the provided text.

Core tender documents not directly attached
No evaluation criteria specified
Retfærdighed85/100

The requirements appear generic and not tailored to a specific company, and e-procurement is enabled via a free registration portal. The value is disclosed. The primary concern for fairness is the missing evaluation criteria, which significantly impacts transparency and equal opportunity for bidders to prepare competitive proposals.

No evaluation criteria specified
Praktisk anvendelighed65/100

Electronic submission is supported, and the contract start date and duration are clearly specified. However, the direct URL for the Atamis portal is not provided in the given text, and the core tender documents are not directly attached, which reduces immediate practicality.

Direct URL to portal not provided
Core tender documents not directly attached
Datakonsistens90/100

Most key fields are populated, and dates are logical and consistent across the tender information. There are no reported suspensions or disputes. Minor omissions include the 'Liable Person' and specific codes for 'Type' and 'Procedure'.

Liable Person missing
Type/Procedure codes empty
Bæredygtighed50/100

The service's core purpose to 'reduce health inequalities' has a strong inherent social benefit. However, the tender documentation does not explicitly include green procurement, social criteria for suppliers, or innovation-focused requirements for bidders to address in their proposals.

No explicit green procurement criteria
No explicit social criteria for suppliers

Styrker

Clear and detailed service description
Value, duration, and key dates are well-defined
Explicit reference to national procurement legislation (Procurement Act 2023)
Electronic submission via a dedicated portal is supported
Service aims to address health inequalities, contributing to social well-being

Bekymringer

Critical absence of evaluation criteria in the provided information
Core tender documents (ITT Guidance, Service Specification) are not directly attached and require external portal access without a direct URL in the summary
Missing 'Liable Person' and specific codes for Type/Procedure
Limited explicit focus on green procurement, social criteria for suppliers, or innovation in the tender requirements
Missing tender reveal date

Anbefalinger

1. Ensure all evaluation criteria are clearly published and easily accessible to all potential bidders.
2. Provide a direct, clickable URL to the Atamis portal for immediate access to all tender documents.
3. Consider incorporating explicit sustainability (environmental, social, innovation) criteria into future tenders where relevant.
