Myndigheden foretager et udbud for "Forvaltning af Derby City Council Fritidscentre". Kontraktens omfang vil omfatte forvaltning af: - Derby Arena (inklusive Café 42) - Springwood Leisure Centre. Dette udbud er ikke opdelt i partier. Rådet anser ikke, at en opdeling i partier ville være hensigtsmæssig, da dette kunne risikere at gøre udførelsen af Kontrakten overdrevent teknisk vanskelig eller dyr, og behovet for at koordinere forskellige operatører for partierne kunne alvorligt risikere at underminere Kontraktens korrekte udførelse og opnåelse af Tjenesternes resultater. Formålet med udbuddet vil være at sikre det mest fordelagtige tilbud under hensyntagen til Myndighedens strategiske resultater, samtidig med at betalingen til Myndigheden maksimeres. Ved at foretage dette udbud ønsker Myndigheden at opnå følgende resultater: • Etablere et langsigtet partnerskab med en erfaren operatør • Finansiel stabilitet for centrene gennem reducerede omkostninger og øget indkomst på grund af en mere kommerciel tilgang • Kapitalinvesteringer fra Operatøren til efterslæb af vedligeholdelse og fremtidige arbejder på faciliteterne • Planlagte og finansierede livscyklusinvesteringer, givet faciliteternes alder og fremtidige krav • Øget deltagelse i centrene • Øget deltagelse fra de borgere, der normalt er mindre tilbøjelige til at bruge et fritidscenter • Fremme af forbedret trivsel for borgerne • Positiv indvirkning på reduktion af fysisk aktivitet og sundhedsmæssig ulighed i byen • Maksimer Derby Arenas primære fokus som et regionalt, nationalt og internationalt idrætssted, der understøtter byens sportslige ambitioner.
