Ursprüngliche Ausschreibungsbeschreibung

The successful Supplier will be required to provide catering services for Castle School Education Trust (CSET) & The Priory Learning Trust ( TPLT). The two separate contracts and ‘lots’ cover the scope for the provision of all catering services within the schools, which also includes free issue requirements. Contract value for the schools is circa £1.2m per annum at CSET and £1.3m per annum at TPLT. Whilst both Trusts are currently independently operated, they have strategic intent to join at some stage during the period of the tender project or subsequent catering contract, consequently both organisations intend to award this catering contract to the same contractor, as two separate lots. The Castle School Education Trust and The Priory Learning Trust are expected to grow, with a number of additional schools becoming part of the Trust/s during this contract period and the provision of catering services at these schools when they have joined the Trust/s will fall under the scope of these contracts. Similarly, any Trust Schools with alternative catering provisions currently in place could fall into scope of this contract as their current catering arrangements end. The successful Supplier will be expected to provide this service at these additional schools using the same costing model applied to the successful tender submission. The duration of contract for these schools will not be increased, and they will join the contract for the remaining contract period that exists at the point of entry into the Trust/s. Due to the scale of the contract, and to enable an effective mobilisation period, it has been decided to stagger the mobilisation dates with each Trust commencing at a slightly different time. Contractors are required to bid for both Lots, and the contract award shall be made at the same time. The contracts are being awarded based on an initial three year, with the opportunity to extend by a further period of up to two years at the discretion of the relevant governing body. •The CSET contract shall commence on 01.04.27 until 31.03.30. •The TPLT contract shall commence on 01.08.27 until 31.07.30. Please see PSQ Document for more information. Qualitätsbewertung der Ausschreibung

This tender for school catering services demonstrates good practical aspects and a clear scope, but is significantly hampered by missing critical information such as evaluation criteria and full document access, alongside a complete absence of sustainability considerations.

Bewertungsaufschlüsselung

Rechtliche Konformität75/100

The tender defines the procedure type and CPV codes appropriately, and the submission period is reasonable for a contract of this scale. However, the 'Liable Person' field is empty, procedure codes are missing, and the 'Value Classified: Yes' contradicts the disclosed estimated value, raising transparency concerns. The absence of a reveal date is a minor compliance issue.

Contradictory 'Value Classified' status
Empty 'Liable Person' field
Klarheit55/100

The description of the service scope, contract structure, and growth potential is clear and unambiguous. However, the critical absence of specified evaluation criteria in the provided content creates significant ambiguity for potential bidders. Mandatory exclusion grounds are also not detailed, requiring reference to external documents.

No evaluation criteria specified
Mandatory exclusion grounds not detailed in provided content
Vollständigkeit60/100

Basic information, deadlines, value, and duration are provided. However, a key 'Tender Notice' document failed to download, and the frequently referenced 'PSQ Document' (likely containing crucial details) is not included or summarized. The absence of evaluation criteria and full mandatory exclusion grounds further indicates incompleteness.

Critical 'PSQ Document' not provided/summarized
One tender document failed to download
Fairness50/100

While e-procurement is enabled and the submission period is long, the fairness is severely compromised by the complete lack of evaluation criteria, making it impossible for bidders to understand how their proposals will be judged. The contradictory value classification and incomplete document access also reduce transparency and equal opportunity. The requirement to bid for both lots, while strategic, limits competition to larger providers.

No evaluation criteria specified
Contradictory 'Value Classified' status
Praktikabilität90/100

The tender excels in practicality, clearly providing electronic submission links, document URLs, specific contract start dates for both lots, detailed financing information, and a clear contract duration with extension options. Mobilisation dates are also clearly staggered.

Datenkonsistenz70/100

Dates and durations are logical and consistent. However, there are inconsistencies such as the 'Value Classified: Yes' conflicting with the disclosed estimated value, and empty fields for 'Liable Person' and procedure codes.

Contradiction between 'Value Classified' and disclosed value
Empty 'Liable Person' field
Nachhaltigkeit20/100

The tender completely lacks any mention or integration of green procurement, social aspects, or innovation focus. This represents a significant missed opportunity for modern public procurement practices.

No green procurement criteria
No social criteria

Stärken

Clear description of service scope and contract structure
Use of e-procurement portal for submission
Detailed timeline and financial estimates provided
No reported disputes or suspensions
Reasonable submission period for preparation

Bedenken

Absence of specified evaluation criteria
Contradictory information regarding value classification
Critical tender documents (PSQ, Tender Notice) not fully accessible/summarized
Complete lack of sustainability, social, or innovation considerations
Empty fields for 'Liable Person' and procedure codes

Empfehlungen

1. Publish comprehensive evaluation criteria and mandatory exclusion grounds to ensure transparency and fairness.
2. Clarify the 'Value Classified' status and ensure all key fields are accurately populated.
3. Provide full and accessible versions of all tender documents, especially the PSQ, to all potential bidders.
