Original Tender Description

The NPCC Cybercrime Programme would also like these courses, where possible, to reflect learning objectives that would support staff to obtain industry standard qualifications. The NPCC Cybercrime Programme would like the provider to provide support and credits, where possible, to delegates who wish to obtain the industry standard qualification that the specialist training courses are aligned with.

Tender Quality Score

This tender extract provides a clear objective for a critical training programme but suffers from a severe lack of comprehensive documentation, particularly the absence of full tender documents and evaluation criteria. This significantly hinders fair competition, transparency, and the ability for potential bidders to submit a qualified offer.

Score Breakdown

Legal Compliance100/100

The tender outlines a 'Restricted' procedure and mentions 'MANDATORY EXCLUSION GROUNDS' without specifying them. The absence of full tender documents makes a thorough legal compliance assessment impossible, as essential legal clauses, conditions, and specific exclusion/selection criteria are missing.

Missing specific mandatory exclusion grounds.
Absence of full legal terms and conditions due to lack of tender documents.
Clarity40/100

The description of the training programme's objectives and the extracted technical requirements are generally clear regarding what the procuring entity aims to achieve. However, the lack of detailed specifications within actual tender documents means the practical application and scope of these requirements remain unclear for bidders.

Lack of detailed specifications for existing courses (content, structure, volume).
Unclear mechanisms for providing support and credits for industry qualifications.
Completeness83/100

This is a major weakness. The tender information is severely incomplete, explicitly stating 'No documents attached' and 'No document content available'. Crucially, evaluation criteria are missing, which is fundamental for any competitive procurement process.

No tender documents attached or available.
Missing evaluation criteria, making fair assessment impossible.
Fairness60/100

The 'Restricted' procedure inherently limits competition. The statement that courses were developed 'with a private contractor' and the emphasis on 'consistency' and delivering 'existing technical courses developed by the NPCC Cybercrime Team' raises significant concerns about potential incumbent advantage or tailoring. The complete absence of evaluation criteria further compromises fairness and transparency.

Potential for incumbent advantage or tailoring due to prior contractor involvement and emphasis on existing courses.
'Restricted' procedure limits competition without clear justification for this specific context.
Practicality40/100

While the overall objective is clear, the practical ability for a new provider to bid effectively is severely hampered by the lack of any actual tender documents. Without detailed specifications, course materials, or a clear understanding of the 'Team Cyber UK network', preparing a comprehensive and competitive offer is impossible.

Impossible for bidders to prepare a detailed and competitive offer without full tender documents, course content, and operational details.
Data Consistency100/100

The provided extracted information is internally consistent. The estimated value aligns with a significant training programme, and the contract duration is standard. No contradictory information was found within the provided text.

Sustainability0/100

The tender information does not include any specific requirements or considerations related to environmental, social, or innovation aspects, indicating a lack of focus on broader sustainability goals.

No green procurement criteria.
No social criteria.

Strengths

Clear overall objective and description of the training programme.
Estimated value and contract duration are specified.
Intellectual property ownership by the procuring entity is clearly stated.
CPV code provided for classification.

Concerns

Critical absence of all tender documents and detailed specifications.
Complete lack of evaluation criteria, making fair assessment impossible.
Potential for incumbent advantage or tailoring due to prior contractor involvement and emphasis on existing courses.
'Restricted' procedure limits competition without clear justification for this specific context.
No information on how the 'support and credits' for industry qualifications will be managed.

Recommendations

1. Immediately publish all comprehensive tender documents, including detailed specifications, terms of reference, and full evaluation criteria.
2. Clearly justify the use of a 'Restricted' procedure or consider opening the tender to broader competition to ensure best value.
3. Provide detailed information regarding the existing courses, their content, and the expected support for industry standard qualifications.
