Tender Quality Score

This tender is generally well-structured, offering clear requirements and transparent evaluation criteria, but it lacks explicit sustainability and social aspects. The comprehensive documentation and electronic submission support contribute to its overall quality.

Score Breakdown

Legal Compliance85/100

The tender demonstrates good legal compliance, with a clearly defined procedure type, appropriate CPV codes, and no detected disputes. Its EU funding and use of ESPD indicate adherence to broader regulatory frameworks.

Clarity90/100

The tender's description is clear and unambiguous, with well-documented and understandable requirements. Evaluation criteria are explicitly specified with weighted proportions, and performance conditions are clearly stated by referencing draft agreements.

Completeness90/100

All essential basic information, financial details, timeline, and location data are provided. The tender includes a comprehensive set of 12 documents, ensuring all requirements and criteria are thoroughly defined and accessible.

Fairness85/100

Fairness is well-addressed through full disclosure of the estimated value and transparent, objective evaluation criteria. E-procurement is enabled, and the requirements for media and creative services appear generic enough, not tailored to a specific company.

Practicality80/100

The tender supports electronic submission and provides the necessary e-procurement URL. Financing information and contract duration are clearly specified. However, the contract start date is noted as presumptive and not legally binding, introducing a minor element of uncertainty.

The contract start date is noted as presumptive and not legally binding.
Data Consistency95/100

All key fields are populated, and the data is logical and consistent across the tender. There are no reported suspensions or disputes, indicating a high level of data integrity.

Sustainability30/100

While the tender is EU funded, it explicitly lacks green procurement criteria, social aspects, and a focus on innovation, as indicated by automated checks. This represents a significant area for improvement in modern procurement practices.

Lack of explicit green procurement criteria
Absence of social aspects in the tender requirements

Strengths

Comprehensive documentation with clear instructions and draft agreements.
Transparent evaluation criteria with specific weightings.
Full disclosure of estimated value and EU funding.
Support for electronic submission and e-procurement.
Detailed requirements for sample work to assess technical capability.

Concerns

Lack of explicit green procurement criteria.
Absence of social aspects in the tender requirements.
No stated focus on innovation within the service provision.
The contract start date is noted as presumptive and not legally binding, which introduces a minor element of uncertainty.
Two documents (XML, PPTX) were not supported for AI analysis, potentially limiting full automated review.

Recommendations

1. Integrate specific green procurement criteria and social considerations into future tenders for media and creative services.
2. Encourage or require innovative approaches in service delivery or campaign strategies.
3. Clarify the binding nature of the contract start date or provide a more definitive timeline post-award.
