Tender Quality Score

This tender for electrical reconstruction work demonstrates good clarity and legal compliance, with objective evaluation criteria. However, the completeness of the provided information for analysis is hampered by several key documents being in unanalyzed formats, and explicit sustainability criteria are absent.

Score Breakdown

Legal Compliance85/100

The tender appears legally compliant, with a clearly defined simplified procedure, appropriate CPV codes, and reasonable submission timelines. It is EU funded, suggesting adherence to higher standards, and no disputes or suspensions are noted.

Clarity88/100

The tender description is clear, and the AI-extracted requirements for exclusion, eligibility, technical capability, and submission are well-documented and understandable. Evaluation criteria are explicitly stated as lowest price, ensuring transparency.

Completeness65/100

While basic information, deadlines, value, and duration are provided, the completeness of the tender for comprehensive analysis is hindered by several crucial documents (e.g., project details, cost table) being in file formats not supported for AI content summary. This limits a full understanding of the project scope and detailed pricing structure from the provided data.

Several key tender documents (e.g., project, cost table) are in unanalyzed file formats (.zip, .xls), limiting comprehensive assessment of their content.
Fairness75/100

The tender promotes fairness through objective evaluation criteria (lowest price) and electronic submission. Experience requirements (three similar contracts, one at 80k EUR) appear reasonable for the project's scope and value, not suggesting tailoring. However, the lack of AI summary for key documents introduces a slight unknown regarding potential hidden specificities.

The content of several key tender documents is not summarized, which could potentially obscure tailored requirements, though none are evident in the analyzed parts.
Practicality80/100

Electronic submission is supported, and detailed financing conditions, including payment terms and factoring program information, are clearly provided. The project duration and work completion deadline are specified, contributing to good practicality.

While documents are listed, direct URLs for all tender documents are not explicitly provided, assuming they are available on the e-procurement platform.
Data Consistency80/100

Most key fields are populated, and dates are logical and consistent. The primary inconsistency is the flag 'Value Classified: Yes' appearing alongside a clearly disclosed estimated value of 314,000.00 EUR.

Inconsistency: 'Value Classified: Yes' is stated, yet the estimated value is clearly disclosed.
Sustainability30/100

The tender lacks explicit criteria for green procurement, social aspects, or innovation focus. While it is EU funded, this does not translate into specific sustainability requirements within the provided tender details.

No explicit green procurement criteria.
No explicit social criteria.

Strengths

Clear and objective evaluation criteria (lowest price).
Well-defined technical and eligibility requirements.
Electronic submission and e-procurement enabled.
Detailed financial terms and payment conditions.
Reasonable submission deadline and clear project duration.

Concerns

Several key tender documents (e.g., project, cost table) are in unanalyzed file formats, limiting comprehensive assessment.
Lack of explicit green, social, or innovation-focused sustainability criteria.
Inconsistency in 'Value Classified: Yes' while the estimated value is disclosed.
Performance conditions refer to external management system documents, requiring additional access.

Recommendations

1. Ensure all critical tender documents are provided in easily analyzable formats or include comprehensive summaries.
2. Integrate explicit sustainability criteria (environmental, social, innovation) into future tenders, especially for EU-funded projects.
3. Rectify data inconsistencies, such as the 'Value Classified' flag, to improve data quality.
