Tender Quality Score

This tender for a hyperspectral backscattering meter demonstrates strong adherence to procurement principles, featuring clear requirements, comprehensive documentation, and fair access for bidders, though it lacks explicit sustainability criteria.

Score Breakdown

Legal Compliance90/100

The tender exhibits strong legal compliance, with a clearly defined procedure (negotiated, type A), appropriate CPV codes, and a generous submission deadline exceeding one month. Its "EU Funded" and "WTO/GPA" characteristics indicate adherence to international and European procurement standards, further supported by the use of ESPD. No disputes or suspensions are noted.

Clarity85/100

The tender is highly clear, providing an unambiguous description of the required equipment and well-documented requirements across exclusion, eligibility, technical, financial, and submission categories. Evaluation criteria are explicitly stated as lowest price. The provision of key documents in both Estonian and English significantly enhances clarity for a broader range of bidders.

The AI could not summarize the technical specifications (Annex 1) due to its ODT format, preventing direct assessment of its internal clarity, but the document itself is clearly referenced.
Completeness80/100

The tender is comprehensive, including all essential information such as title, reference, organization, financial details, and a detailed timeline. A full set of 12 documents, including technical specifications, draft contracts, and various forms, is provided, ensuring bidders have access to all necessary information for preparation.

While Annex 1 (Technical description) is listed, its content was not processed by the AI, meaning its detailed completeness could not be verified from the summary.
Fairness90/100

Fairness is a strong aspect of this tender, characterized by full document access, transparent disclosure of the estimated value, and a reasonable deadline for bid preparation. The evaluation criterion (lowest price) is objective, and the explicit support for e-procurement ensures equal access. Requirements appear generic for specialized equipment and are not indicative of tailoring to a specific company.

Practicality85/100

The tender is highly practical, supporting electronic submission and e-procurement, which streamlines the bidding process. Key dates such as the contract start date and duration are clearly specified, and the "EU Funded" characteristic provides insight into financing.

The inability of the AI to process ODT/XML formats for some documents could be a minor practical hurdle for some automated systems, though human bidders should be able to access them.
Data Consistency95/100

Data consistency is excellent, with all key fields populated and logical sequencing of dates. There are no reported suspensions or disputes. A minor internal flag "Value Classified: Yes" exists alongside the disclosed estimated value, but this does not impact the transparency of the value itself.

Minor inconsistency with "Value Classified: Yes" despite the value being explicitly disclosed.
Sustainability50/100

This tender scores moderately on sustainability. While it is "EU Funded," which often implies higher general standards, it explicitly lacks specific criteria for green procurement, social aspects, or innovation focus. This represents a missed opportunity to integrate broader sustainability goals.

Absence of explicit green, social, or innovation criteria.

Strengths

Clear and comprehensive documentation, including dual-language support for key documents.
Transparent and objective evaluation criteria (lowest price).
Strong legal compliance and adherence to EU/WTO procurement principles.
Reasonable submission deadline and full e-procurement support.
Detailed timeline and financial information provided.

Concerns

Lack of explicit sustainability (green, social, innovation) criteria.
The content of the crucial technical specification (Annex 1) was not available for AI analysis due to file format.
Minor data inconsistency regarding "Value Classified" flag, though the value is disclosed.

Recommendations

1. Integrate explicit sustainability criteria (e.g., energy efficiency, lifecycle costs, ethical sourcing) into future tenders, especially for EU-funded projects.
2. Ensure all critical tender documents are provided in easily accessible and machine-readable formats where possible, or provide summaries for complex technical specifications.
3. Clarify or remove the "Value Classified" flag if the value is indeed publicly disclosed to avoid potential confusion.
