Hanke eesmärk on Partnerportaaliga seotud äri- ja süsteemianalüüs ning arendus. Täpsem tehniline kirjeldus on lisatud (Lisa 1). N.B. (1) Infotund toimub 04.02.26 kell 11.00 Teamsis. Osalemiseks kirjutada geitrin.jansen@tervisekassa.ee. N.B. (2) Intervjuud toimuvad eeldatavasti vahemikus 09.03.2026 kuni 13.03.2026. Selle ajavahemikuga peavad pakkujad arvestama.

  • The bidder must be a single entity responsible for the integrity and achievement of the service's objectives.

TECHNICAL CAPABILITY REQUIREMENTS

  • The bidder must have experience with at least one previous IT analysis and/or development contract valued at a minimum of 100,000 EUR.
  • The team must include the following roles: Project Manager, IT Analyst, Developers, and Designers.
  • Conditions regarding allowed role overlaps within the team must be adhered to.
  • The proposed Project Manager and IT Analyst must meet minimum qualification requirements.
  • The team must have experience in business management software development.
  • The team must have experience in implementing information security standards (OWASP/E-ITS).
  • Comply with GDPR and the terms of the Data Processing Agreement (DPA) when providing the service.
  • The scope and requirements of the Partner Portal business and system analysis and development project must be fulfilled, covering both public and internal administration system functionalities.
  • IT analysis must cover pre-analysis, business analysis, and system analysis stages according to the contracting authority's requirements.
  • The objectives, methodologies, and expected outcomes for each IT analysis stage must be adhered to.
  • Project documentation created during the project must meet Tervisekassa's requirements for formatting, content, and management, including in the Confluence environment.

FINANCIAL REQUIREMENTS

  • The bidder's net turnover must be at least 800,000 EUR.
  • The bid must include an hourly rate in accordance with the principles of the framework agreement project.

SUBMISSION REQUIREMENTS

  • Team CV forms must be submitted for minimum qualification and additional evaluation points.
  • Confirmations of specialists' consent to fulfill the contract must be submitted.
  • Confirmations of timekeeping must be submitted.
