Tender Quality Score

This tender for heavy machinery rental via a Dynamic Purchasing System is generally well-structured with clear requirements, but it suffers from a critical inconsistency regarding the DPS duration, impacting clarity, completeness, and practicality.

Score Breakdown

Legal Compliance75/100

The tender utilizes a Dynamic Purchasing System (DPS) and requires an ESPD, indicating adherence to modern procurement practices and EU/national regulations. Deadlines for joining the DPS are reasonable. The CPV code 5289 'Heavy vehicles' is broadly applicable but could be more specific for construction/agricultural machinery rental. No disputes or suspensions are noted.

CPV code could be more precise for the specific machinery types.
Clarity70/100

The tender's objective and the type of machinery to be rented are clearly described. Requirements for participation, technical capabilities, and submission are well-articulated. However, there is an inconsistency between the stated 'relative_weighting' for evaluation criteria and the 'lowest total cost' approach detailed in Document 2, which could lead to minor confusion. A more significant clarity issue arises from the conflicting DPS duration mentioned across documents.

Inconsistency in evaluation criteria description ('relative_weighting' vs. 'lowest total cost').
Conflicting DPS duration (36 months in Document 3 vs. 60 months in Basic Information and Document 4).
Completeness60/100

All essential information such as title, reference, organization, estimated value, deadlines, and location are provided. A comprehensive set of documents, including technical specifications, evaluation criteria, and a draft contract, is attached. The primary concern for completeness is the significant discrepancy in the stated duration of the Dynamic Purchasing System (36 months in one document, 60 months in others), which is a critical piece of information for potential bidders.

Significant discrepancy in DPS duration (36 months vs. 60 months).
Fairness85/100

The tender promotes fairness through full document access, transparent disclosure of the estimated value, and the use of an e-procurement system for electronic submission, ensuring equal access for all potential bidders. The evaluation criteria, based on the lowest total cost, are objective and clearly defined. Requirements for machinery categories and operator status appear generic and not tailored to a specific company.

Practicality60/100

The tender supports electronic submission, enhancing practicality for bidders. The duration of the contract is specified, but the conflicting information regarding the overall DPS duration (36 vs 60 months) creates a significant practical challenge for bidders in assessing the long-term commitment and planning their participation. Financing information refers to the contract, which is standard but offers limited upfront detail.

Conflicting DPS duration (36 months vs. 60 months) significantly impacts practical planning for bidders.
Data Consistency50/100

Most key fields are populated, and dates for the tender process are logical. However, a critical inconsistency exists regarding the duration of the Dynamic Purchasing System, with different documents stating 36 months and 60 months. This fundamental discrepancy undermines the reliability of the tender information. A minor inconsistency is also present in the description of evaluation criteria.

Major inconsistency in DPS duration (36 months vs. 60 months).
Minor inconsistency in evaluation criteria description.
Sustainability50/100

The tender does not explicitly incorporate green procurement principles, social criteria, or an innovation focus. It is also not indicated as EU-funded, which often correlates with higher sustainability standards. While not a negative aspect for a standard procurement, it misses opportunities to promote broader sustainability goals.

Lack of explicit green, social, or innovation criteria.

Strengths

Utilizes a Dynamic Purchasing System (DPS) and ESPD, promoting modern procurement practices.
Clear and objective evaluation criteria based on lowest total cost.
Supports electronic submission and e-procurement for equal access.
Comprehensive set of tender documents provided.

Concerns

Critical inconsistency in the stated duration of the Dynamic Purchasing System (36 months vs. 60 months).
Minor ambiguity in evaluation criteria description ('relative_weighting' vs. 'lowest total cost').
CPV code could be more specific for the type of machinery.
Lack of explicit green, social, or innovation criteria.

Recommendations

1. Immediately clarify and correct the conflicting information regarding the Dynamic Purchasing System's duration.
2. Harmonize the description of evaluation criteria to explicitly state if 'relative_weighting' applies to sub-components of the total cost or if it's solely based on the lowest total cost.
3. Consider updating the CPV code to a more precise category for construction/agricultural machinery rental.
