Original Tender Description

Riigihanke eesmärk on välja selgitada, kuidas kehtiv töövõime hindamise metoodika vastab erinevate osapoolte (taotleja, töötukassa, ekspertarstid) vajadustele ning saada ettepanekuid selle parandamiseks, lihtsustamiseks ja tõhusamaks muutmiseks, sealhulgas automatiseerimise ja TI rakendamise potentsiaalist. Töövõime hindamise protsessi efektiivsemaks ja arusaadavamaks muutmisel võiks olla oluline roll ka tehisintellektil (edaspidi TI), ent senini puudub süsteemne ülevaade sellest, millised töövõime hindamise protsessi osad on TI kasutuselevõtuks sobivaimad ja Eesti oludes rakendatavad. Täpsemad tingimused on toodud riigihanke alusdokumentides.

Tender Quality Score

This tender for a study on work ability assessment methodology is well-structured and comprehensive, demonstrating strong clarity and data consistency, though it could benefit from more explicit sustainability criteria beyond innovation.

Score Breakdown

Legal Compliance85/100

The tender generally complies with legal requirements, offering a reasonable submission deadline and appropriate CPV codes. The procedure type 'A' is understood as an open procedure in the Estonian context, though the 'N/A' for code is a minor imprecision. No disputes or suspensions are noted, and EU funding implies adherence to higher standards.

Procedure type 'A' lacks a specific code, leading to minor ambiguity.
Clarity90/100

The tender description is clear and unambiguous, outlining the study's objectives, including the potential for AI. Requirements for bidder's vision, research plan, and team composition are well-documented and understandable across multiple specific documents. Evaluation criteria and performance conditions are clearly specified.

Completeness90/100

All essential information, including title, reference, organization, financial details, timeline, and location, is comprehensively provided. The tender includes 11 documents, covering technical specifications, evaluation methodology, and a draft contract, ensuring a complete information package for bidders.

Fairness80/100

The tender ensures fairness through full document access, disclosed value, reasonable deadlines, and objective, transparent evaluation criteria based on cost and technical quality. E-procurement is enabled. However, the detailed team qualification requirements and the decision not to divide the tender into parts, while justified, could potentially limit the pool of eligible bidders.

Detailed team qualification requirements and non-division into parts, though justified, could potentially limit bidder participation.
Practicality75/100

Electronic submission and e-procurement are supported, enhancing practicality. Financing information and contract duration are clearly specified. The absence of an explicit contract start date is a minor practical detail that would provide more complete planning information for potential contractors.

Explicit contract start date is not provided.
Data Consistency95/100

All key fields are populated, and the information provided is highly consistent and logical. There are no detected suspensions or disputes, and all dates (reveal, submission, opening) are in a logical sequence, indicating excellent data quality.

Sustainability60/100

The tender demonstrates a strong focus on innovation, explicitly mentioning the potential for automation and AI implementation in the work ability assessment process. It is also EU funded, which often implies higher standards. However, it lacks explicit green procurement or broader social criteria within the tender requirements themselves.

Lack of explicit green procurement criteria.
Lack of explicit social criteria within the tender requirements.

Strengths

Comprehensive and clear documentation, including detailed technical specifications and evaluation criteria.
Strong data consistency across all provided information fields.
Transparent and objective evaluation methodology.
Explicit focus on innovation, particularly AI implementation potential.
EU funding ensures adherence to higher procurement standards.

Concerns

Lack of explicit green procurement or social criteria within the tender requirements.
Detailed team qualification requirements and the decision not to divide the tender into parts could potentially limit bidder participation.
The procedure type is indicated as 'A' without a specific code, which is a minor ambiguity.
Absence of an explicit contract start date.

Recommendations

1. Integrate explicit green procurement and social responsibility criteria into future tenders, especially for EU-funded projects.
2. Review team qualification requirements to ensure they are proportionate and do not unduly restrict competition, or provide more detailed justification for highly specific requirements.
3. Clearly state the expected contract start date to provide bidders with a complete timeline.
