Riigihanke eesmärgiks on peatöövõtu korras tähtaegselt ja optimaalsete kuludega rekonstrueerida peahoone 0. korrus (raamatukogu ja avalik ala) koos kõrvalruumidega ehitusprojektis toodud mahus vastavalt Tellija nõuetele ja kehtivatele seadusandlusele. Sealhulgas peab olema tagatud funktsionaalsus, energiasäästlikkus, vastupidavus ja kauakestvus.
