Original Tender Description

The LIFE R4ever Kent project (2021 -2026) aims restore and revitalise the River Kent Special Area of Conservation (SAC) in South Cumbria and its wider catchment, so it is more resilient to environmental pressures. This unique river, located on the fringes of the English Lake District is home to internationally important populations of bullhead, white-clawed crayfish, freshwater pearl mussel and water crowfoot (Ranunculus) habitat. A contractor is required to carry out a Common Standards Monitoring (CSM) compliant assessment for White-clawed crayfish, Austropotamobius pallipes, to be used by Natural England to undertake a Whole Feature Assessment of this monitored feature as well as a SSSI Unit condition assessment for the relevant units. This is a deliverable required for the LIFE funded project. Whilst previous survey work for the white-clawed crayfish has been undertaken within the River Kent catchment there has never been a co-ordinated, catchment-wide, CSM-compliant survey to inform a SSSI condition assessment of this feature.

Tender Quality Score

This tender presents a clear and environmentally significant project but is severely hampered by critical missing information and inaccessible submission documents, significantly impacting clarity, completeness, and fairness for potential bidders.

Score Breakdown

Legal Compliance70/100

The tender defines the procedure type and CPV code appropriately, and there are no reported disputes. However, the AI-extracted requirements indicate a lack of explicit mandatory exclusion and eligibility grounds, and critically, essential submission documents (RFQ, commercial response template, order form) are unavailable ('Page not found'), posing a significant legal risk regarding proper tender process and compliance.

Unavailable essential submission documents ('Page not found')
No explicit mandatory exclusion grounds specified in AI summary
Clarity55/100

The project description and technical requirements for the white-clawed crayfish assessment are clear and unambiguous. However, the tender lacks specified evaluation criteria, and the absence of explicit eligibility/exclusion grounds, combined with unavailable submission templates, creates significant ambiguity for bidders regarding how to qualify and submit a compliant offer.

No evaluation criteria specified
Unavailable submission templates (RFQ, commercial response)
Completeness50/100

While basic administrative information, financial details, and timeline are provided, the tender is critically incomplete due to the unavailability of essential submission forms (RFQ, commercial response template, order form). Furthermore, the absence of explicit evaluation criteria and detailed eligibility/exclusion requirements means bidders lack crucial information to prepare a comprehensive and compliant proposal.

Essential submission documents are unavailable ('Page not found')
No evaluation criteria specified
Fairness35/100

Fairness is severely compromised by the inability to access required submission documents and the complete absence of evaluation criteria, which prevents bidders from understanding how their proposals will be judged. The lack of e-submission also reduces equal access and transparency in the bidding process.

Unavailable essential submission documents ('Page not found')
No evaluation criteria specified
Practicality40/100

The practicality of this tender is very low due to the 'Page not found' errors for essential submission documents, making it practically impossible for potential contractors to prepare and submit a compliant bid. The absence of e-submission further adds to practical difficulties for bidders.

Essential submission documents are unavailable ('Page not found')
No e-submission functionality
Data Consistency85/100

The tender's metadata is largely consistent, with key fields such as title, reference, organization, description, deadlines, value, and CPV code populated. There are no reported disputes or suspensions. Minor inconsistencies include empty codes for the 'Type' and 'Procedure' fields and a missing 'Liable Person'.

Empty codes for 'Type' and 'Procedure' fields
Missing 'Liable Person'
Sustainability80/100

The tender scores highly on sustainability as the project's core objective is environmental conservation (restoring River Kent SAC, monitoring white-clawed crayfish), making it inherently green procurement. It is also explicitly stated as a LIFE-funded project, which is an EU funding instrument often associated with higher environmental standards. However, no explicit social or innovation criteria are mentioned.

No explicit social criteria mentioned
No explicit innovation focus mentioned

Strengths

Clear and detailed project description for environmental conservation
Appropriate CPV code and defined procedure type

Concerns

Critical submission documents are unavailable ('Page not found')
Absence of specified evaluation criteria
Lack of explicit eligibility and mandatory exclusion grounds
