Original Tender Description

Community Equipment Services (CES) is operated by Solihull Metropolitan Borough Council (SMBC) and provides community health and social care related equipment delivery, installation, collection, repair and maintenance to Solihull residents, both adults and children and is commissioned by Birmingham and Solihull Integrated Care Board (ICB) across this locality. The service enables individuals to maintain independence, maximise wellbeing, and remain safely within their own home for as long as possible. CES supplies a wide range of equipment, including hoists, slings, mobility equipment, movement aids, and equipment to support with community, independent daily living. While CES delivers, installs and collects equipment directly, the service has a limited in-house maintenance and repair function. This specification sets out the requirements for a contracted provider to deliver planned maintenance, statutory inspections, reactive repairs, and associated technical support. The contract will ensure that equipment remains safe, reliable, compliant with statutory requirements, and always fit for purpose. The Provider will contribute to supporting vulnerable residents, reducing risk, preventing hospital admission, and enabling faster hospital discharge.

Tender Quality Score

This tender for community equipment maintenance is well-described with clear requirements, but significantly lacks specified evaluation criteria and does not support electronic submission, impacting fairness and clarity for potential bidders.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code appropriately, and there are no reported disputes. However, the 'Liable Person' is not specified, and the summary lacks explicit mandatory exclusion grounds, which are minor compliance gaps. The missing reveal date is also a minor transparency concern.

Missing reveal date
No explicit mandatory exclusion grounds detailed in summary
Clarity50/100

Missing evaluation criteria
Performance conditions not explicitly measurable
Completeness65/100

Most essential information such as title, reference, organization, value, duration, and deadlines are provided. All four tender documents are available. Nevertheless, the crucial omission of evaluation criteria and the unspecified 'Liable Person' represent significant gaps in completeness.

Missing evaluation criteria
'Liable Person' not specified
Fairness50/100
