Tender Quality Score

This Preliminary Market Engagement (PME) notice clearly outlines the framework's scope and structure, but, as expected for a PME, lacks crucial details such as specific evaluation criteria and comprehensive requirements for the subsequent formal tender.

Score Breakdown

Legal Compliance75/100

The PME status means many formal legal requirements are not yet applicable. The RFI submission deadline is reasonable. However, the assigned CPV code (Bathroom furniture) is too narrow for the broad range of materials and services described, which is a notable compliance issue.

CPV code is too narrow for the broad scope of the framework.
Clarity80/100

The overall purpose, scope, and multi-lot/sub-lot structure of the framework are very clearly described. While specific mandatory exclusion grounds, financial requirements, and evaluation criteria are explicitly stated as 'not yet available,' this is inherent to a PME and does not detract from the clarity of the PME's intent.

Specific mandatory exclusion grounds, financial requirements, and evaluation criteria are not yet detailed (expected for PME).
Completeness70/100

Basic information, estimated value, contract duration, and start date are well-provided. The framework's structure is also complete. However, critical details for a formal tender, such as specific exclusion grounds, financial requirements, and evaluation criteria, are explicitly missing due to its PME status.

Specific mandatory exclusion grounds, financial requirements, and evaluation criteria are not yet defined.
Fairness85/100

The tender promotes fairness through full value disclosure, support for electronic submission, and generic eligibility requirements that do not appear tailored. The broad multi-lot and multi-regional scope encourages wide market participation. The absence of evaluation criteria is a future fairness concern but acceptable for this PME stage.

No evaluation criteria specified yet (future concern for formal tender).
Practicality65/100

Electronic submission via a specified portal is supported, and key dates (contract start, duration) are clearly provided. The lack of a direct document URL in the provided text and limited financing details beyond the estimated value are minor practical omissions.

No direct document URL provided in the text.
Limited financing information beyond estimated value.
Data Consistency90/100

The provided data is largely consistent and logical, with dates aligning correctly. Minor omissions like 'Liable Person' and formal 'Type'/'Procedure' are acceptable given the 'planning' status and PME nature of the notice.

'Liable Person' field is empty.
'Type' and 'Procedure' are 'None' (expected for PME).
Sustainability50/100

There is no explicit mention or integration of green, social, or innovation procurement aspects within the PME notice. This represents a missed opportunity to signal the authority's commitment to sustainability from the early stages of procurement.

No explicit mention of green, social, or innovation procurement aspects.

Strengths

Clear description of framework scope and multi-lot/sub-lot structure.
Estimated value and contract duration are clearly disclosed.
Electronic submission via eTendering portal is supported.
Broad market engagement approach with generic requirements.
All key dates are logical and consistent.

Concerns

CPV code (Bathroom furniture) is too narrow for the broad scope of the framework.
Specific mandatory exclusion grounds, financial requirements, and evaluation criteria are not yet detailed.
No explicit mention of green, social, or innovation procurement aspects.
'Liable Person' and formal procedure type are missing.
No direct document URL provided in the text.

Recommendations

1. Update the CPV codes to accurately reflect the full breadth of materials and services covered by the framework.
2. Ensure comprehensive details regarding mandatory exclusion grounds, financial requirements, and objective evaluation criteria are provided in the formal tender documentation.
3. Integrate sustainability (environmental, social, innovation) considerations into the framework requirements for the subsequent tender.
