75
Good

Tender Quality Score

This tender for dam reconstruction and fish pass construction is generally well-structured and transparent, benefiting from EU funding and clear evaluation criteria. However, the absence of a specified contract duration and some minor ambiguities in procedure classification slightly detract from its overall quality.

Score Breakdown

Legal Compliance75/100

The tender demonstrates good legal compliance, adhering to national acts and EU funding requirements, including specific sanction-related clauses. The CPV code is appropriate, and no disputes are noted. The procedure type codes being N/A is a minor point.

Procedure type codes (E, A) are given as N/A, and 'Negotiation Allowed' is listed while evaluation is solely on price, which could be clearer.
Clarity80/100

The project description, requirements, and evaluation criteria are clearly articulated. The mandatory site visit and performance conditions are well-defined.

Minor ambiguity regarding the exact procedure type (A with N/A code) and the characteristic 'Negotiation Allowed' when evaluation is lowest price.
Completeness70/100

While most essential information is present, a significant omission is the explicit contract duration, which is crucial for bidders' planning. Some attached documents were not AI-analyzable.

Missing explicit contract duration.
Fairness85/100

The tender exhibits high fairness with a disclosed value, objective lowest-price evaluation criteria, and support for e-procurement. Requirements appear generic and not tailored.

The mandatory site visit, while practical, requires specific scheduling and travel, potentially posing a minor logistical challenge for some bidders.
Practicality65/100

Electronic submission and a clear contract start date enhance practicality. However, the lack of a specified contract duration significantly hinders bidders' ability to plan and resource effectively.

Missing explicit contract duration.
Data Consistency90/100

Key data fields are largely consistent and logical, with no detected disputes or suspensions. Dates are sequential and make sense.

Sustainability50/100

While the project itself (fish pass) has inherent environmental benefits and is EU-funded, the tender documents do not explicitly include specific green procurement criteria, social clauses (beyond the RF subcontractor rule), or an innovation focus in the evaluation.

Lack of explicit green, social, or innovation criteria in the tender requirements.

Strengths

Clear project description and evaluation criteria (lowest price).
EU funded, implying higher standards and specific compliance.
Electronic submission and e-procurement enabled.
Value disclosed and requirements appear generic, ensuring fairness.
Mandatory site visit for technical understanding.

Concerns

Absence of explicit contract duration, hindering bidder planning.
Minor ambiguities in procedure type classification and 'Negotiation Allowed' characteristic.
Lack of explicit green, social, or innovation criteria in the tender documents.
Some attached documents were not AI-analyzable, potentially limiting full content review.

Recommendations

1. Clearly specify the expected contract duration to aid bidder planning.
2. Clarify the exact procurement procedure type and reconcile 'Negotiation Allowed' with 'lowest price' evaluation.
3. Consider integrating explicit green, social, or innovation criteria where applicable, especially for EU-funded projects.
