Original Tender Description

This Government has set an ambition to reduce premature deaths from heart disease and strokes by 25% within a decade. To deliver on the ambition, the Department of Health and Social Care (DHSC) and NHS England are working together to understand the scale of the challenge and the opportunities for progress across the prevention, treatment and management of cardiovascular disease (CVD). To accelerate progress on the mission and tackle unwarranted variation across the country, we will publish a new cardiovascular disease Modern Service Framework (CVD MSF). The framework will be published in 2026 and will support consistent, high quality and equitable care whilst fostering innovation across the CVD pathway. DHSC is interested in exploring how industry, voluntary, community and social enterprises and government can better work together to achieve its strategic ambition to reduce heart disease and strokes by 25% within a decade. The purpose of this market engagement is to invite any party connected or interested in our ambition to tackle CVD to complete a questionnaire asking them what they feel are potential areas of opportunity for collaboration. This questionnaire is likely to form part of a wider programme of market engagement activities related to CVD. This initial engagement is designed to be broad and strategic. DHSC anticipates carrying out further engagements, including more targeted potential partnerships once the MSF has been published with specific challenge areas.

Tender Quality Score

This market engagement notice is clear and broadly inclusive, but it lacks e-submission capabilities and contains confusing contract-related data for a non-contractual activity.

Score Breakdown

Legal Compliance75/100

While this is a market engagement, the absence of a defined 'Type' and 'Procedure' is a structural weakness. The CPV code is appropriate, and there are no disputes or suspensions. Compliance with broader transparency principles for market engagement appears adequate.

Undefined 'Type' and 'Procedure' for the notice.
Clarity80/100

The purpose of the market engagement, the strategic ambition, and the requirements for participation (completing a questionnaire) are very clearly articulated and unambiguous. The AI-extracted requirements accurately reflect the nature of the engagement.

Completeness70/100

Basic information is present, but the inclusion of 'Contract Duration' and 'Contract Start' for a market engagement is confusing and potentially misleading, as no contract is being awarded. One of the listed documents failed to download, impacting full completeness.

Confusing 'Contract Duration' and 'Contract Start' for a market engagement.
One tender document failed to download.
Fairness85/100

The invitation is broadly inclusive, targeting 'any party connected or interested', which promotes high fairness in participation. However, the lack of e-submission and the inaccessible document slightly detract from equal access.

No e-submission option available.
One tender document failed to download.
Practicality65/100

The absence of electronic submission is a significant practical drawback in modern engagement processes. The 'contract' dates are confusing for a market engagement, potentially causing unnecessary queries.

No e-submission option available.
Confusing 'Contract Duration' and 'Contract Start' for a market engagement.
Data Consistency90/100

Most key fields are populated and consistent. The primary inconsistency lies in the presence of 'Contract Duration' and 'Contract Start' fields for an activity explicitly stated as a 'market engagement' and 'not a procurement for a contract'.

Inconsistent 'Contract Duration' and 'Contract Start' fields for a market engagement.
Sustainability50/100

While the overarching mission to reduce CVD has inherent social benefits, the tender documentation itself does not explicitly include green procurement or specific social criteria for participants. It does mention 'fostering innovation', which is a positive aspect.

No explicit green procurement criteria.
No explicit social criteria for participants.

Strengths

Clear purpose and scope of market engagement.
Broad and inclusive eligibility criteria for participation.
Well-defined submission requirements (questionnaire).
Good data consistency for core identification fields.
Focus on a critical public health ambition.

Concerns

Undefined 'Type' and 'Procedure' for the notice.
Confusing 'Contract Duration' and 'Contract Start' for a market engagement.
Lack of electronic submission option.
One tender document failed to download.
Absence of explicit green or social procurement criteria.

Recommendations

1. Clearly define the 'Type' and 'Procedure' for market engagement notices to improve formal classification.
2. Remove or clarify 'Contract Duration' and 'Contract Start' fields when publishing market engagement notices to avoid confusion.
3. Implement electronic submission capabilities for all engagement activities to enhance accessibility and efficiency.
