Tender Quality Score

This tender for highway drainage cleansing services is critically incomplete, lacking essential documents and evaluation criteria, which severely hinders fair competition and bidder participation. Furthermore, the classification as 'below threshold' for a €4.8M contract raises significant legal compliance concerns.

Score Breakdown

Legal Compliance100/100

Legal compliance is a major concern. The estimated value of €4.8M significantly exceeds national 'below threshold' limits for public procurement in the UK, suggesting a potential misclassification of the procedure. Additionally, the absence of detailed mandatory exclusion grounds is a legal oversight.

Misclassification of procurement procedure ('Below threshold' for a €4.8M contract, which is above national thresholds).
Missing specific mandatory exclusion grounds.
Clarity40/100

The general description of the service scope and inventory is clear. However, the eligibility and technical capability requirements are high-level and lack the specific detail necessary for bidders to fully understand expectations without supporting tender documents.

Completeness83/100

The tender is critically incomplete. The complete absence of tender documents, detailed technical specifications, and evaluation criteria makes it impossible for bidders to prepare a comprehensive and compliant offer. This is the most significant deficiency.

No tender documents attached or available.
Missing detailed technical specifications.
Fairness60/100

The lack of detailed specifications and, crucially, evaluation criteria creates an opaque procurement process that compromises fairness. Without clear assessment rules, the procuring authority retains excessive discretion, potentially leading to arbitrary decisions. The 'below threshold' classification for a high-value contract also undermines fair competition by potentially limiting wider market access.

Absence of evaluation criteria compromises fairness and transparency.
Potential restriction of competition due to 'below threshold' classification for a high-value contract.
Practicality40/100

From a practical standpoint, this tender is unworkable. Bidders cannot realistically prepare and submit a competitive and compliant bid without access to any tender documents, detailed requirements, or information on how their proposals will be evaluated.

Bidders cannot practically submit informed bids without tender documents.
Data Consistency100/100

The provided data is internally consistent, with no direct contradictions between the estimated value and financial requirements, although the currency difference is noted. The primary inconsistency lies in the procedure classification versus the contract value.

Sustainability0/100

There is no indication of any green procurement, social, or innovation criteria. This represents a missed opportunity to leverage public procurement for broader public value and sustainable outcomes over the 72-month contract duration.

No green procurement criteria.
No social criteria.

Strengths

Clear description of the service scope and inventory.
Open competition procedure promotes broader participation (if correctly applied).
Contract duration of 72 months offers long-term stability for the successful bidder.
Estimated value is disclosed.

Concerns

Critical absence of tender documents and detailed technical specifications.
Complete lack of evaluation criteria, compromising transparency and fairness.
Misclassification of the procurement procedure ('Below threshold' for a €4.8M contract, raising legal compliance issues).
Missing specific mandatory exclusion grounds.
No integration of sustainability, social, or innovation criteria.

Recommendations

1. Immediately publish comprehensive tender documents, including detailed technical specifications, terms and conditions, and a draft contract.
2. Clearly define and publish the evaluation criteria and methodology to ensure transparency and fairness for all bidders.
3. Review and reclassify the procurement procedure to align with the estimated contract value and applicable national procurement regulations, ensuring full legal compliance.
