Tender Quality Score

This pre-market engagement notice is clear and well-defined for its purpose, effectively inviting market input for a hybrid digital mail solution. While it demonstrates good clarity and legal compliance for a PME, the undisclosed value and reliance on email for interaction slightly reduce its completeness, fairness, and practicality.

Score Breakdown

Legal Compliance85/100

The notice clearly states its purpose as a Pre-Market Engagement, which explains the 'None' for Type and Procedure. The CPV code is appropriate, and there are no disputes. It complies with the general principles of transparency for market engagement.

Procedure Type not formally defined (stated as 'None')
Clarity90/100

The description of the required solution and the purpose of the Pre-Market Engagement is very clear and unambiguous. The AI-extracted requirements are well-defined for this stage, and the lack of evaluation criteria is appropriate for a PME.

Completeness70/100

Basic information, contract duration, and start date are provided. All listed documents are available and summarized. However, the estimated value is not disclosed, which, while sometimes strategic for PME, impacts the overall completeness of information for potential suppliers.

Estimated value not disclosed
Fairness65/100

The requirements are generic and do not appear tailored. Document access is provided via email. However, the classified value can hinder some suppliers' decision-making, and the reliance on email for submission rather than a formal e-procurement platform offers less transparency and equal access.

Estimated value classified
No formal e-submission platform (email only)
Practicality60/100

The contract start date and duration are clearly specified. However, the process relies on emailing for document access and submission, which is less practical than direct downloads and a dedicated e-submission portal. Financing information (value) is also not available.

No direct document URL, requires email request
No formal e-submission platform
Data Consistency80/100

Key fields are mostly populated, and dates are logical and consistent. The 'Type: None' and 'Procedure: None' are consistent with the 'planning' status and Pre-Market Engagement nature, rather than being conflicting data. No disputes or suspensions are noted.

'Type' and 'Procedure' fields are marked as 'None'
Sustainability20/100

There is no mention of any green procurement criteria, social aspects, or innovation focus within the tender information. This represents a missed opportunity to integrate broader sustainability goals into the procurement process.

No green procurement criteria
No social aspects mentioned

Strengths

Clear and unambiguous description of the PME purpose and scope
Appropriate CPV classification for the service
All basic organizational and timeline information (duration, start date) is provided
Requirements for PME participation are clearly outlined
Documents are available and summarized

Concerns

Estimated contract value is not disclosed, impacting completeness and fairness
Reliance on email for document request and submission rather than a formal e-procurement platform
Absence of any sustainability, social, or innovation criteria
Formal procedure type and tender type are marked as 'None'

Recommendations

1. Disclose an estimated value range or budget for future tenders to enhance transparency and attract a wider range of suppliers.
2. Utilize a formal e-procurement portal for future market engagement and tender processes to improve fairness, practicality, and auditability.
3. Integrate sustainability, social value, and innovation criteria into future procurement documents.
