Tender Quality Score

This tender presents a moderately complete and clear opportunity for reactive repair and maintenance services, but significant concerns exist regarding the absence of disclosed estimated value and, critically, specified evaluation criteria, which impact fairness and transparency.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes appropriately, and there are no reported disputes or suspensions. The submission deadline is reasonable. However, the summary lacks specific mandatory exclusion grounds, which are typically a legal requirement, and the undisclosed estimated value could be a transparency concern depending on national regulations.

No specific mandatory exclusion grounds detailed in summaries
Estimated value not disclosed
Clarity60/100

The description of the required services and technical capabilities is clear and unambiguous. However, the tender's clarity is significantly hampered by the explicit absence of specified evaluation criteria and the lack of detailed eligibility and financial requirements in the provided summaries.

Missing evaluation criteria
No specific eligibility requirements detailed in summaries
Completeness65/100

Basic information, duration, and document availability are present. However, the tender is incomplete due to the undisclosed estimated value and, most critically, the absence of evaluation criteria, eligibility requirements, and financial requirements in the provided summaries.

Estimated value not disclosed
Missing evaluation criteria
Fairness55/100

The open procedure and mention of e-procurement (despite a contradiction in automated checks) suggest an intent for fair access. However, the undisclosed estimated value reduces transparency, and the critical absence of specified evaluation criteria severely undermines the fairness and objectivity of the procurement process.

Value classified (not disclosed)
Missing evaluation criteria
Practicality60/100

The contract duration is clearly specified. However, the practicality is reduced by the ambiguity surrounding e-submission support (contradictory information), the lack of an explicit document URL in the basic information, and the absence of a contract start date and financing details (estimated value).

Contradiction regarding e-submission support
Document URL not explicitly provided in basic info
Data Consistency70/100

Key dates are logical, and the status is active with no disputes. However, there are minor inconsistencies such as missing codes for the procedure type and an empty 'Liable Person' field. A significant inconsistency exists between the 'E-Procurement' characteristic and the 'No e-submission' automated check.

Missing codes for Type and Procedure
Liable Person field is empty
Sustainability70/100

The tender positively includes social aspects through the requirement for 'Community Benefit Points'. However, it lacks explicit focus on green procurement or innovation, limiting its overall sustainability profile.

No explicit green procurement focus
No explicit innovation focus

Strengths

Clear description of services and technical requirements
Inclusion of social aspects via Community Benefit Points
Open procedure with reasonable submission timeframe
Documents available for review
CPV code appropriately assigned

Concerns

Critical absence of specified evaluation criteria
Estimated value is not disclosed, impacting transparency
Lack of specific mandatory exclusion, eligibility, and financial requirements in summaries
Contradictory information regarding e-submission support
Missing contract start date and explicit document URL

Recommendations

1. Immediately publish comprehensive evaluation criteria to ensure fairness and transparency.
2. Disclose the estimated contract value to provide better market insight and improve transparency.
3. Clarify and ensure consistency regarding e-submission capabilities and provide a direct link to procurement documents.
